Supporters of "United Russia" are actively participating in the formation of the People's Program.

      Supporters of "United Russia," whose numbers have exceeded 900,000, are today the vanguard of the party, emphasized Vladimir Yakushev at an expanded meeting of the Central Council of Supporters, which took place as part of the All-Russian seminar. About 200 participants from all regions of the country gathered there — active supporters and representatives of partner non-profit organizations, trade unions, Cossacks, veteran and youth organizations.

      "All of you are united by a readiness to serve, civic responsibility, and patriotism. Therefore, today the institution of supporters is becoming a clear and in-demand platform, including for participants of the special military operation who are present in this hall. It is pleasant to note that last year the team of supporters in the Donetsk People's Republic was led by Hero of the DPR Akhri Avidzba; in the Republic of Bashkortostan — Hero of Russia Denis Chernavin; in the Altai Republic — a participant of the special operation, awarded the medals 'For Courage,' 'For Combat Distinction,' and 'Zhukov Medal' Maxim Anisimov," he said.

      The Secretary of the General Council reminded that the party has entered a large-scale electoral cycle for the entire country: elections will be held for the State Duma, in 39 legislative assemblies of the subjects of the Russian Federation, 11 administrative centers, and a large number of municipalities. According to him, this is "a serious, large electoral campaign."

      "For five years we have been working on our People's Program, the mandates with which we went to the elections in 2021. As promised, in 2026 we will definitely report on what has been accomplished and what has not," said Vladimir Yakushev.

      The Secretary of the General Council explained that from the very moment of its formation, all program documents of "United Russia" have been based on the requests of the people.

      "Our new program document, which we have already begun to work on, will not be an exception," he emphasized.

      Trade unions and public associations are participating in the formation of the new People's Program of the party. Civil society in Russia is a powerful force standing up for the interests of people and national stability, stated the chairwoman of the Central Council of Supporters of "United Russia," Deputy Chair of the State Duma Committee on Civil Society Development Olga Zanko.

      "This lively, active participation of citizens is the foundation of successful social development and helps to respond to the most serious challenges. Therefore, on the platform of supporters, we conduct discussions on forming proposals for the new People's Program together with NGOs, trade unions, local self-governments, and leaders of public projects. Some proposals were voiced today. Representatives of civil society are also sending them to the website естьрезультат.рф," she reported.

      At the meeting, agreements were signed between the Center for Supporting Civil Initiatives of Supporters and three major organizations: the All-Russian Public Organization "Clubs of Historical Reconstruction of Russia," the Committee of National and Non-Olympic Sports of Russia, and the Union of Pensioners of Russia. The documents foresee the launch of joint projects on patriotic education, the development of mass sports among youth, and social protection for the elderly.

      In addition, the composition of the Central Council of Supporters was expanded. It now includes: the chairman of the Federation of Independent Trade Unions of Russia, member of the Public Chamber of the Russian Federation Sergey Chernogaev, chairman of the Board of Trustees of the Charitable Foundation for Supporting Veterans and Employees of the Anti-Terrorism Special Unit "Alpha," Deputy Ataman of the All-Russian Cossack Society Andrey Fadyukhin, chairman of the Union of Pensioners of Russia Valery Ryazansky, and president of the All-Russian Society of the Deaf Alexander Bochkow.

      "The cooperation of trade unions with the party has been systematic for over 20 years. As a member of the Central Council of Supporters of the party, I see in this decision a continuation of our joint work and additional responsibility — primarily for the practical content of interaction: working with labor collectives and forming proposals for the People's Program. A special emphasis is on the minimum wage, social guarantees, and labor protection," noted Sergey Chernogaev.

      Representatives from the Nizhny Novgorod region participated in the expanded meeting of the Central Council of Supporters of the "United Russia" party.

      One of the most significant areas being implemented in the region remains the development of mass sports. Another important vector is support for military personnel. Nizhny Novgorod supporters of the party regularly organize cultural and educational events in hospitals and military units.

      In addition, the region actively participates in humanitarian and social actions aimed at supporting those who particularly need attention, help, and involvement.

      "Participation in the expanded meeting of the Central Council of Supporters of the 'United Russia' party was an important opportunity to discuss not only future plans but also the real results of our joint work. In the Nizhny Novgorod region, supporters actively participate in implementing the People's Program of the party through specific projects and initiatives that are in demand by residents.

      Behind our results lies a significant daily effort. The All-Russian Sports Marathon 'Strength of Russia' is already being held for the fifth time in the region, which over the years has united more than 89,000 Nizhny Novgorod residents. Ongoing support for military personnel in hospitals and military units has been provided — more than 60 cultural and educational events have been conducted. We also actively participate in the 'Box of Courage' and 'Best Friend' campaigns. For us, the People's Program is primarily about real deeds aimed at supporting people," noted Nikolai Pugin, chairman of the Nizhny Novgorod Regional Council of Supporters.

      Chairman of the Bashkortostan Council of Supporters of "United Russia," Hero of Russia, participant in the "Time of Heroes" program Denis Chernavin noted that the institution of supporters of "United Russia" should become a center for uniting different cultures, confessions, and nationalities. Representatives of civil society are actively working in this area. He proposed to include support for public initiatives and NGOs working in this area in the People's Program.

      In turn, the commander of the international brigade "Fifteen" Akhra Avidzba spoke about the active involvement of participants in the special military operation in the ranks of supporters of the party and proposed to include in the new People's Program the necessity of teaching school students the skills of basic military training, as well as creating suitable infrastructure based on labor and OBZR classrooms in educational institutions. In addition, he advocated for the inclusion of actions to preserve historical memory in the program, such as "Immortal Regiment" and "George Ribbon."

      By the end of 2025, the best regional councils of supporters received letters of thanks from the party leadership.

      All developed initiatives were submitted to the relevant commission for preparing the People's Program.

      Let us remind you that the start of collecting proposals for the new People's Program of "United Russia" was given by the party chairman Dmitry Medvedev on February 19 at the first district reporting and program forum of the party "There is a Result!" in Yekaterinburg. The party will hold similar forums in all federal districts. At these forums, the Government will report on the implementation of the People's Program of "United Russia" in all areas.

      In addition, proposals will be formed for a new program document.

      The party's program will consist of two parts — this is a new approach in its work. The first is the actual election program, which will gather solutions to urgent tasks facing the country, and the party's work plan for the term of the future composition of parliament. The second block will contain fundamental ideological and value guidelines of the party, describing the strategic image of Russia.

      The framework of the program for decades will be presented by "United Russia" in June, and in August, by the second stage of the party Congress, the People's Program for five years.

      "United Russia" has created an expert council for preparing the People's Program. It includes Heroes of Russia, participants of the special military operation, representatives of higher education and science, the rocket and space and nuclear industries, industry and business, the real sector of the economy, public associations, and trade unions.
