      Free economic zones for student campuses and preferential conditions for startups: at the forum of "United Russia" "There is a result!" in Nizhny Novgorod, initiatives to support youth were presented. After thorough consideration, the proposals will be included in the new People's Program of the party. At the expert platform "Time of Youth: Territory of Opportunities, Real Affairs," participants discussed the creation of modern infrastructure for the self-realization of the new generation.

      In particular, the discussion focused on transforming new student campuses into spaces for innovation, technological entrepreneurship, and the free development of young scientists and inventors.

      "A special legal regime is needed for student campuses — similar to free economic zones. We must minimize administrative barriers and formalities for the implementation of real initiatives. Separately, we propose to create special, preferential conditions for student startups right on the campus territory. Young innovators should have the opportunity to quickly turn their ideas into working projects and businesses," explained the speaker of the platform, head of the innovation environment development department of the Interuniversity Campus of the Eurasian Scientific and Educational Center, Elizaveta Egorova.

      Another initiative is the introduction of a participatory budgeting mechanism in universities. Students should have a voice in the financial matters of the university. They should decide which spaces need renovation, which projects to finance, and what changes are needed in the student environment.

      A separate block of proposals addressed the development of territories, particularly small towns. Participants emphasized the urgent need to create modern open spaces for youth activities, where young people can gather, experiment, try out new professions, and develop volunteer initiatives.

      The idea of closer integration of youth into the real life of municipalities was voiced. Experts suggested that local authorities should rely more on students and young professionals when solving practical urban issues. By arranging urban spaces and helping the city, students are not just doing internships — they take responsibility and genuinely shape a comfortable environment around them.

      Let us remind you that the start of collecting proposals for the new people's program of "United Russia" was announced by the party chairman Dmitry Medvedev on February 19 at the first district reporting and program forum of the party "There is a result!" in Yekaterinburg. The party will hold similar forums in all federal districts. At these forums, the Government will report on the implementation of the people's program of "United Russia" across all areas.

      In addition, proposals will be formed for a new program document. The party's program will consist of two documents — this is a new approach in its work. The first is the actual election program, which will gather solutions to pressing issues facing the country, and the party's work plan for the term of the future parliament. The second block will contain fundamental ideological and value guidelines of the party, describing the strategic vision of Russia.

      The framework of the program for decades will be presented by "United Russia" in June, and in August, by the second stage of the party Congress, the people's program for five years.
