In 2025, more than 1,100 large Nizhny Novgorod families received land plots, and another 400 received housing certificates, the regional government's press service reported.
"Support for families and childhood is an absolute priority in the work of the Nizhny Novgorod government. Land plots have been granted to large families for more than ten years, and this measure remains in demand. Since the adoption of the relevant laws in the region, more than 9,700 plots have been issued," said Gleb Nikitin, Governor of Nizhny Novgorod Oblast.
Support for families with children is one of the priority tasks outlined by Russian President Vladimir Putin, including in the national "Family" project. The region is also implementing a set of initiatives as part of the Five-Year Family program, launched at the direction of the head of Nizhny Novgorod Oblast, Gleb Nikitin.
Large families can receive a plot for individual housing construction, personal subsidiary farming, horticulture, or vegetable gardening.
An alternative form of support is a housing certificate — a one-time payment of 600,000 rubles. The funds can be used to purchase housing, repay a mortgage, or participate in shared-equity construction within Nizhny Novgorod Oblast.
According to Deputy Governor Yegor Polyakov, more than 1,900 such certificates have been issued in the region since 2020.
Applications for a plot or certificate can be submitted in various ways: in person at the Ministry of Property and Land Relations or the municipal administration, by mail, through an authorized representative, or electronically — via the Gosuslugi portal or multifunctional centers (MFCs). This allows paperwork to be completed without leaving home.
Sergey Barinov, the region's Minister of Property and Land Relations, emphasized that receiving certificates and plots is one of the most significant support measures. The government is currently preparing another set of amendments to the existing legislation, which it plans to submit to the Legislative Assembly in 2026.
The government recalled that since 2018 a number of regulatory acts have been adopted in Nizhny Novgorod Oblast that have simplified the procedure for obtaining plots. In particular, land began to be transferred to large families immediately into ownership, without formalizing a lease. Since 2020, it has been possible to choose a housing certificate instead of a plot. Additional changes were made in 2024, including taking residents' suggestions into account. For example, citizens were given the right to propose land plots in specific rural localities where, for instance, their relatives or friends already live.
Earlier it was reported that pensions for Nizhny Novgorod women with five or more children will be increased in 2026.
