Nizhny Novgorod courts fined telecom operators millions for traffic hijacking.

In the Nizhny Novgorod region, police identified seven mobile operators that allowed the transmission of spoofed traffic. Four of them have already been held accountable and fined a total of more than 2 million rubles.
According to the press service of the regional directorate of the Ministry of Internal Affairs, in 2025 police actively fought fraud related to IT technologies. In addition to identifying droppers and blocking suspicious accounts, law enforcement also turned their attention to the operators themselves.
It turned out that some of them continued providing services even without reliable subscriber data. This allowed fraudsters to use spoofed numbers to deceive people.
Over the year, the prosecutor’s office, based on police materials, initiated 19 administrative investigations against the operators. All of them concerned cases where companies did not stop the transmission of traffic despite violations and allowed distortion of subscriber numbers.
Four cases have already been considered by the courts. The guilty legal entities were fined more than 2 million rubles.
Earlier it was reported that 17 cases of illegal pyrotechnics sales were identified in Nizhny Novgorod.
