In 2025, Nizhny Novgorod Oblast strengthened cooperation with Latin America.
The Nizhny Novgorod Region noticeably stepped up interaction with the countries of Latin America in 2025, opening new horizons for business, education and cultural exchange. The results of the work were summed up at the Ministry of International and Interregional Relations of the Nizhny Novgorod Region.
“Expanding cooperation with the countries of Latin America is one of the key vectors of the foreign policy of the Nizhny Novgorod Region. In 2025 we not only strengthened these ties, but also created new strategic opportunities for business, education and cultural exchange. This interaction will undoubtedly bear significant fruit, contributing to mutual development and opening prospects for our region’s future achievements,” said Olga Guseva, Minister of International and Interregional Relations of the Nizhny Novgorod Region.
Among the key achievements contributing to deepening interaction was the signing of contractual documents. Thus, on April 23, 2025, in Moscow a memorandum of understanding was signed between the government of the Nizhny Novgorod Region and the government of the Argentine province of La Rioja. The document, signed by Governor of the Nizhny Novgorod Region Gleb Nikitin and Governor of La Rioja Ricardo Clemente Quintela, is aimed at developing cooperation in agriculture, trade and exchanges of experience between universities. This document laid a solid foundation for new business opportunities and the strengthening of economic ties.
An important direction in strengthening international relations was also the establishment in 2025 of a partnership between the Voskresensky Municipal District and the Brazilian municipality of Campina das Missões.
The ministry also noted active development of the IT sector with Latin American countries. In particular, a Cuban delegation that visited the 10th conference “Digital Industry of Industrial Russia” (CIPR) has already expressed interest in partnership. Governor Gleb Nikitin held talks with Cuba’s Minister of Communications Mayra Arevich Marin, discussing the training of IT personnel and exchanges of experience in developing digital solutions.
Educational exchange also remains an important area of interaction. According to Olga Guseva, the number of students from Latin America choosing Nizhny Novgorod universities increases every year. This not only enriches the cultural environment of the region, but also strengthens international ties, which is further supported by the active development of exchange programs between Nizhny Novgorod universities and Latin American educational institutions.
“Educational ties are the foundation for the future. We see how, thanks to them, strong ‘bridges’ between our cultures are formed, creating a generation of young professionals who will develop mutual understanding and cooperation for many years to come. This is our investment in long-term partnership and sincere friendship,” emphasized Olga Guseva.
The head of the department also noted the active development of cultural cooperation. Events dedicated to Latin American culture are regularly held in Nizhny Novgorod: lectures on Brazilian art and film festivals. A vivid example was the 16th Brazilian Film Festival, which took place from November 13 to 16, 2025 at the "Record" Cultural Center.
