Around 11,000 residents of villages and rural settlements in the Nizhny Novgorod Region gained access to stable cellular service in 2025 thanks to the installation of 58 base stations using the domestic "Bulat" equipment of the GSM/LTE-1800 standard.
Fifty-two stations were installed under the state program "Elimination of Digital Inequality 2.0" (УЦН 2.0), and the remaining six were funded through an investment tax deduction program for operators willing to develop cellular service in small settlements and along public roads of regional significance. The corresponding law has been in effect in the Nizhny Novgorod Region since 1 January 2025.
"Its essence is that operators can recover part of the profit tax — 90 percent of the investments. The deduction is provided for expenses incurred to ensure cellular coverage and mobile internet for territories of the region that have been agreed with the regional government. Operators do not always willingly implement projects in hard-to-reach areas, so our goal is to encourage them to invest in the development of communications infrastructure in such territories," emphasized Alexander Sinelobov, Minister of Digital Development and Communications of the Nizhny Novgorod Region.
The base stations using the domestic "Bulat" equipment are mounted on tall antenna-mast structures, which guarantees stable signal availability across the connected settlements. Connection reliability is ensured by data transmission over optical communication channels.
It should be recalled that the development of communications infrastructure and the expansion of internet access in remote and hard-to-reach sparsely populated settlements contribute to achieving the objectives of the national project "Data Economy and Digital Transformation of the State," which came into effect in Russia on 1 January 2025 by order of President Vladimir Putin.
