About 11 thousand residents of villages and rural settlements in the Nizhny Novgorod Region gained access to reliable cellular service in 2025 thanks to the installation of 58 base stations using the domestically produced "Bulat" GSM/LTE-1800 equipment. 52 stations were installed under the state program "Eliminating the Digital Divide 2.0" (EDD 2.0), and the remaining six were funded through an investment tax deduction program for operators willing to develop cellular service in small settlements and along regional public roads. The corresponding law has been in effect in the Nizhny Novgorod Region since January 1, 2025. "Its essence is that operators can reclaim part of the profit tax — 90 percent of the investments. The deduction is provided for expenses incurred to provide cellular service and mobile internet to areas of the region that have been agreed with the regional government. Operators do not always readily carry out projects in hard-to-reach areas, so our goal is to stimulate them to invest in the development of communications infrastructure in such territories," emphasized Alexander Sinelobov, Minister of Digital Development and Communications of the Nizhny Novgorod Region. The base stations with the domestically produced "Bulat" equipment are placed on tall antenna-mast structures, which guarantees stable signal availability across the territories of the connected settlements. Connection resilience is ensured by transmitting data via optical communication channels.
Recall that the development of communications infrastructure and the expansion of internet access in remote and hard-to-reach sparsely populated localities contributes to achieving the objectives of the national project "Data Economy and Digital Transformation of the State," which came into effect in Russia on January 1, 2025, by the instruction of Russian President Vladimir Putin.
