      At a meeting of the Committee on Construction, Architecture and Land Use, deputies returned to the issue of erecting new structures on Trade Square. The relevant regional ministry issued permission for this. But the residents of Dzerzhinsk have questions.

      As deputy mayor Aleksandr Kononov reported, the structures do not comply with the development parameters established for this territory. In particular, their height should not be less than two storeys, and the total area should exceed 10,000 sq. meters. The permission, however, was granted for the construction of single-storey structures, and the area of the existing development is more than 14,000 sq. meters.

      The committee deputies supported the city administration’s intention to send a letter to the prosecutor’s office to take measures, and, in turn, decided to appeal to the Ministry of Construction of the Nizhny Novgorod Region.

      In their letter they draw attention to the already dense and chaotic development of the square, as well as to the problem of parking spaces, stressing that issuing permission to erect yet another capital construction project here “causes bewilderment and justified outrage among members of the public and city residents.” They ask the head of the ministry to take the matter under personal control, to re-examine the issued documents and to cancel (suspend) their effect.

      The nuance is that the authority to issue such construction permits lies at the regional level, without the participation of the city leadership. In addition, the deputies propose considering the possibility of amending existing legal acts of the government of the Nizhny Novgorod Region in the event of a negative opinion from local authorities regarding the issuance of construction permits. And to organize a joint site visit for an objective assessment of the construction.

      “In order to avoid encountering similar situations, norms must be created that will define the procedure for interaction between local and regional authorities on development issues taking into account the opinions of city residents,” said committee chairman Yuri Shakhunts.
