More than 50 entrepreneurs took part in a workshop dedicated to changes in tax legislation and measures to reduce legal risks. The event was organized by the Commissioner for the Protection of Entrepreneurs' Rights in the region, Pavel Solodky.
Representatives of the regional office of the Federal Tax Service and the Investigative Directorate of the Investigative Committee of Russia for the Nizhny Novgorod Region took part in the discussion.
Deputy head of the regional Federal Tax Service, Mikhail Baklanov, listed the main innovations: an increase in the VAT rate, a reduction in the income thresholds for applying the simplified tax system (STS) and the patent tax system (PTS), and an expansion of mechanisms for an investment tax credit for up to 10 years. In addition, the procedure for filing notifications on personal income tax (PIT) and insurance contributions has been simplified.
Special attention was paid to expanding taxpayers' rights for remote interaction with tax authorities and to more lenient imposition of fines when mitigating factors are present.
Issues of criminal liability for the business community were explained by investigator for especially important cases Ivan Repin. Thus, the law allows for the repayment of tax debt by third parties, which can free an entrepreneur from criminal prosecution. Statutes of limitations for tax crimes have been shortened, and additional grounds have been introduced for refusing to open a criminal case when the debt is voluntarily paid. The use of pretrial detention is limited and possible only in exceptional cases.
Public assistant to the business ombudsman, lawyer Vrezh Gulyan, spoke about new criminal offenses, including Article 173.3 of the Criminal Code of the Russian Federation, which concerns the submission of forged documents on behalf of legal entities registered in the names of front persons in order to obtain large or especially large income. Such actions carry severe penalties: a fine of up to 300,000 rubles, forced labor for up to five years, or imprisonment for up to seven years.
Gulyan also noted an increase in the number of those convicted under Article 187 of the Criminal Code ("Illicit turnover of payment instruments"): in 2023 — 1,668 people, in 2024 — already 2,094. The main reasons were the participation of owners of electronic payment instruments in fraudulent schemes — for example, granting access to their accounts for a fee, as well as providing false information in payment orders.
The speaker cited examples from case law, emphasizing the importance of proving intent and document forgery. He also noted cases where courts issued acquittals for individuals who opened settlement accounts without intending to participate in unlawful activities.
As part of the seminar, experts recommended that entrepreneurs thoroughly check counterparties, maintain proper accounting, avoid dubious transactions, and not make hasty decisions without consulting a lawyer.
Pavel Solodky emphasized that such events help strengthen trust between business and the state.
It was previously reported that the Russian authorities plan to begin a systematic fight against tax non-payment in 2026.
