The Ministry of Construction intends to register official residential building chats on MAX by the end of the year.

By the end of 2025, Russia plans to create special official chats for apartment buildings in the MAX messenger. This was reported by the Minister of Construction and Housing and Communal Services, Irek Faizullin, at a meeting of the Council on Housing Construction and Assistance to the Development of Housing and Communal Services under the Federation Council, 360.ru reports.
The minister emphasized the importance of actively introducing the MAX messenger into the housing and communal services sector. He noted that each apartment building should set up a chatbot and transfer all information from foreign messengers there. After that the chat should be granted official status as a building chat.
Irek Faizullin explained that this is necessary to improve communication between residents and management companies, as well as to increase the transparency and promptness of resolving issues related to housing and communal services.
However, the idea was met with skepticism. Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, told RIA Novosti that creating building chats in every apartment building in the Russian Federation using the MAX messenger requires changes to the legislation.
At present, the legal status of a "building chat" is not established, which creates uncertainty. They are usually run by management companies, homeowners' associations (TSZh) or building councils, but without approved rules. For the chats to be effective, their legal status needs to be enshrined and responsible parties identified. This will help systematize the digitalization of housing and communal services. Only a clear legal framework will ensure the full implementation of the system, Yakubovsky stressed.
