      New municipal positions may appear due to the merger of Kstovo with Nizhny Novgorod. The corresponding bill was introduced to the Legislative Assembly of the Nizhny Novgorod Region by the region's governor.

      As noted in the explanatory note, under the reform the City Duma has been given the right to form territorial bodies of local administration, which will perform some functions on the territory of the former Kstovsky district. The bill proposes to supplement the appendix to the regional law "On Municipal Service in the Nizhny Novgorod Region" with new positions necessary to organize the work of territorial government bodies in the annexed territory.

      In particular, the following positions are proposed to be included in the register: "Head of the administration of a district of the Nizhny Novgorod urban district (city of Nizhny Novgorod)" (today there is the position "Head of district administration"), "First Deputy Head of the administration of a district of the Nizhny Novgorod urban district (city of Nizhny Novgorod)", "Deputy Head of the administration of a district of the Nizhny Novgorod urban district (city of Nizhny Novgorod)", "Manager of affairs of the administration of a district of the Nizhny Novgorod urban district (city of Nizhny Novgorod)", as well as heads of departments, committees and divisions, including their deputies.

      All new positions will be assigned to the third, fourth and fifth groups of municipal service — leading, principal and highest, respectively.

      It is noted that the adoption of the bill is aimed at improving the system of local self-government in the region and bringing the legislation into accordance with the new administrative-territorial structure.

      Recall that since mid-June the Kstovsky district has officially ceased to exist as an independent municipal formation, as it became part of Nizhny Novgorod.
