From January 1, 2026, a new support measure for organizations operating in the information and communications technology sector will take effect in the Nizhny Novgorod region. According to the adopted regional law, the property tax for newly built data centers will be reduced by 50%. This was reported by the regional government’s press service.
The benefit will apply to data centers (DCs) commissioned after January 1, 2026. The organization must be included in the federal registry of data centers and operate in the fields of telecommunications or information technology (OKVED 61 and 63). An additional condition is that at least half of the company’s revenue for the tax period must come from these areas.
As Deputy Governor of the Nizhny Novgorod region Yegor Polyakov explained, demand for housing equipment in data centers in the region already exceeds supply. Most existing facilities, he said, serve the internal needs of large companies or operate with a limited number of clients.
"The adopted bill will attract investment in the development of digital infrastructure, increase the number of data centers and enhance the region’s competitiveness in the ICT sector," Polyakov emphasized.
The bill was approved on August 28, 2025, at a session of the Legislative Assembly of the Nizhny Novgorod region.
Chairman of the regional parliament Yevgeny Lyulin noted that the shortage of capacity for data storage and processing has already become a serious constraint on the development of the IT business. In his view, the reduction in the tax burden will make the construction of data centers economically justified and attractive to investors.
"We are creating conditions that will launch market competition and accelerate the development of the entire regional digital ecosystem," Lyulin said.
Alexander Sinelobov, Minister of Digital Development and Communications of the Nizhny Novgorod region, added that the new support measure will help not only the development of infrastructure but also serve as an incentive for the introduction of artificial intelligence into the work of government bodies.
"The benefit will be in effect for five years from the date the data center is commissioned. This is a significant step toward digital transformation," the minister noted.
The construction of data centers is part of the new national project "Data Economy and Digital Transformation of the State," which has been implemented in Russia since 2025 by order of President Vladimir Putin.
Earlier it was reported that testing of a digital AI assistant has begun on the regional public services portal of the Nizhny Novgorod region.
