      The Legislative Assembly of the Nizhny Novgorod Region will send an appeal to the Chairman of the State Duma of the Russian Federation, Vyacheslav Volodin, proposing to grant the subjects of the Russian Federation the right to make decisions on a complete ban on the sale of vapes in their territory. The decision was made at the ZSNO session on August 28, reports a correspondent for NIA "Nizhny Novgorod".

      Presenting the draft law, the chairman of the ZSNO committee on economics, industry, support for entrepreneurship, trade and tourism, Igor Norenkov, stated that electronic cigarettes cause serious harm to health and can lead to dangerous diseases, despite the existing restrictions on their sale to minors.

      He recalled that in 2023 federal-level bans were introduced on the sale of vapes to children, on the production of flavored products, on open display and demonstration of devices, as well as on their sale at fairs and by distance methods. In addition, criminal liability was introduced for repeated sales to minors.

      However, according to the deputy, these measures proved insufficient. In this regard, the governor of the Nizhny Novgorod Region, Gleb Nikitin, proposed at a meeting with the President of the Russian Federation to grant regions the right to independently restrict the retail sale of nicotine-containing devices. The regional head specified that the Nizhny Novgorod Region is ready to introduce a full ban on such products and to become a pilot region in this matter. Vladimir Putin supported the initiative.

      Norenkov also reported that the Legislative Assembly supports the governor's initiative and will send an appeal to the State Duma asking to grant the subjects of the Russian Federation the right to independently determine the locations and conditions of retail trade in devices for consuming nicotine-containing products, including liquids with and without nicotine, as well as tobacco-free blends. The committee considered the issue and recommended adopting the corresponding resolution.
