      The Minister of Economic Development and Investment of the Nizhny Novgorod Region, Denis Ismagilov, presented to the Legislative Assembly a draft law aimed at supporting industrial enterprises on staffing issues. This was reported on the scene by a correspondent of NIA "Nizhny Novgorod".

      One of the key proposals was to grant an investment tax deduction (ITD) to organizations that build or acquire housing to rent to their employees. Such housing must be used for its intended purpose for at least 10 years, after which it may be transferred into the tenant's ownership.

      According to the minister, the shortage of qualified workers remains one of the main problems for the region's industrial enterprises. To make up for the labor deficit, enterprises are forced to attract specialists from other regions of the country. However, the provision of housing for such employees and their families remains an acute issue.

      Enterprises that decide to invest in the construction of rental housing face additional financial burdens that are not directly related to their core activities. These non-core expenses increase production costs and reduce competitiveness. Granting a tax deduction will help compensate part of the costs and thereby encourage businesses to create comfortable conditions to attract specialists.

      The draft law proposes to include in the list of property subject to the ITD objects created, acquired, modernized, or reconstructed within such housing projects. A condition for receiving the deduction will be the use of the housing for its intended purpose for at least 10 years. The specific composition of the objects to which the tax benefit will apply will be determined by the regional authority responsible for industrial and innovation policy.

      According to the text of the draft, the new provisions are expected to come into force on 1 January 2026. Regional parliament deputies supported the initiative at the first reading.
