      State Duma deputies Vladislav Davankov, Ksenia Goryacheva and Yaroslav Samylin sent a proposal to Minister of Science and Higher Education Valery Falkov to include a section on norms of interaction with women in Russia in the exam for migrants. This was reported by the TV channel "360."

      The parliamentarians drew attention to the increase in the number of migrants being expelled from the country. According to the Ministry of Internal Affairs, last year 190,000 decisions on the deportation and readmission of foreign citizens were made, which is 93,800 more than in 2023. One of the main reasons for the expulsions has been incidents of public order violations, including insults directed at women, groping and harassment. This is causing concern among Russians and requires systemic measures to address the problem.

      As one such measure, the deputies proposed to supplement the exam for foreign citizens — which includes testing knowledge of the Russian language, history and the fundamentals of Russian legislation — with a mandatory section on norms of interaction with women. For example, migrants should be made aware that any sexual advances toward underage girls are unacceptable. Such actions are subject to administrative or criminal liability.

      The deputies believe that introducing this section into the exam will help reduce the number of conflicts and increase the level of safety for women in public places.
