Yevgeny Lyulin: "It's not reports we need, but real steps to employ participants of the special military operation."
On July 14, 2025, Yevgeny Borisovich Lyulin, Chairman of the Legislative Assembly, noted that the issues recently discussed with the heads of local self-government and lawmakers of the Volga Federal District resonate at the federal level. "Supporting participants of the special military operation (SMO) and their families is now a priority for all levels of government. I believe it is logical that the very issues we recently examined with the heads of local self-government and legislators of the Volga District are now resonating at the federal level. The scope of work is clear and precise: employment for veterans, psychological assistance, family adaptation. This has become the central topic of discussion at the presidium meeting of the Council of Legislators of the Russian Federation," Lyulin wrote on social media, commenting on the outcomes of the RF Legislators' Council presidium. "The key message from colleagues is: we need not just reports but real steps towards employment. Specific measures discussed include easing requirements for SMO participants applying for government service, developing career orientation programs based on rehabilitation centers, and adapting the mechanism of benefits under social contracts. It is especially important to prepare specialists to work with veterans and their families. The environment must be ready to welcome the hero returning from the SMO and help him adapt to normal life. This is fundamental," Lyulin continued. "Social support should not be a static set of measures. It must be continuously updated and adapted to the real needs of people. It is crucial to support the proposal of the RF Council of Legislators and correct the existing injustice: support measures for the parents of fallen heroes should also extend to their guardians who invested their soul in raising the defender. In the coming days, I will task the relevant committees of the Legislative Assembly to accelerate the development of new legislation on support measures for our fighters," Lyulin emphasized.
