At the same time, carriers who received permission to operate before this date will not have to change the color of their vehicles until the expiration of their license. On the first day of autumn, an experiment will start in the region to provide guest house services in individual residential houses. As the speaker noted, this innovation will help legalize the "gray" hotel business and attract tourists. Also, according to the law "On a Barrier-Free Environment," government authorities and local self-government will be required to ensure access for people with limited mobility to tourist industry facilities starting September 1. Another change concerns minors. Persons under 18 will be prohibited from being in bookmakers, totalizators, and betting shops. This will come into effect in September after being signed by the governor and officially published. Additionally, starting September 1, fines for the circulation of vapes and liquids for them will also come into effect. Evgeny Lyulin also reminded about the norms of new federal laws that will start to take effect from the first day of autumn. In particular, for mothers with children under 3 years old, the probation period for employment will be canceled. Previously, this benefit only applied to women with children under one and a half years old. Moreover, families in which a second or subsequent child was born or adopted will be able to apply for a loan holiday for one and a half years if the housing is the only one and the loan amount does not exceed 15 million rubles. Also, SVO fighters returning to their previous jobs will have preferential rights to retain their jobs in case of staff reductions. Specific changes will affect students. Student families will be provided with separate rooms in dormitories on a priority basis, and universities will be required to provide accessible information about such housing. Another innovation will affect the gambling sector. From September 1, citizens will be able to impose a self-ban on participating in gambling by submitting an application to the "Unified Regulator of Gambling" through the state services portal. The minimum duration of such a ban will be one year. Cultural institutions, in turn, will have the right to lease their premises to bookstores on preferential terms. At the same time, subleasing and purchasing of premises will be prohibited. Also, starting September 1, the sale of tobacco products, nicotine-containing products, and hookahs will be banned at public transport stops in urban and suburban areas. In addition, passengers will be refunded the full cost of their airline tickets if the refusal to fly is related to conscription for military service due to mobilization or by contract. Non-profit organizations will be able to verify their social media pages as official. As Lyulin explained, this is necessary to combat fraudsters who create fake pages to collect money. All major telecommunications operators in Russia will be required to provide services along federal highways and in small settlements with a population of up to one thousand people.
