New reporting rules for migrants are being introduced in the Nizhny Novgorod region.
On August 28, 2026, at 14:13 Society From September 1, 2026, new reporting rules will come into effect for employers hiring foreign citizens in the Nizhny Novgorod region. As reported by the Main Directorate of the Ministry of Internal Affairs of Russia for the region, the changes are related to the new order of the Ministry of Internal Affairs of Russia dated May 12, 2026, No. 290.
Starting this fall, employers will need to submit notifications using new forms. This applies to the hiring of foreigners, terminations, as well as reports on the payment of salaries to highly qualified specialists.
Now, in the notification of hiring or signing a contract with a foreign citizen, it will be necessary to indicate the duration of the contract and the taxpayer identification number (TIN) of the employer or service customer. If the contract is indefinite, this must also be noted separately.
The reporting rules for highly qualified foreign specialists have also changed. The salary payment form now requires the employee's TIN to be indicated. At the same time, it is no longer necessary to write their position, profession, and the territory of the work permit.
Another important innovation: each notification will now need to include the consent of the foreign citizen for the processing of their personal data.
The police have also approved new forms for other documents. For example, for the application to attract a foreigner as a highly qualified specialist and for the notification of employment through special organizations.
The regional Ministry of Internal Affairs reminded employers that it is better to prepare in advance for the new rules. After September 1, 2026, it will no longer be possible to use the old forms.
