The working meeting took place at the Nizhny Novgorod Fair on August 28. Gleb Nikitin noted that the region has focused on demographics specifically at the instruction of the President. Today, one of the key indicators of demographic development in the country's regions is the total fertility rate (TFR). Previously, the TFR in the Nizhny Novgorod region had already exceeded the average indicator for the Volga Federal District. Recently, the region crossed a new important threshold—now the TFR in the Nizhny Novgorod region for the first time in the entire history of observations exceeds the average indicator for the country. "We are developing a 'Golden Standard' for employers to support demographics among employees. I believe that our region is comfortable doing this because we set an example ourselves. As an employer of 160,000 budget workers, we provide support of one million rubles for each child, regardless of any criteria. If employers follow our example, it will be a support for each family," said the governor of the Nizhny Novgorod region. Gleb Nikitin emphasized that demographic indicators depend not only on birth rates but also on mortality rates. "Last time you highlighted the high mortality rate from traffic accidents. We are also addressing mortality comprehensively. At that time, you rightly noted that we had a high average level specifically for 2025. In the first seven months of 2026, the number of traffic accidents decreased by 6%, and the number of fatalities decreased by 23%," reported Gleb Nikitin. Vladimir Putin paid special attention to the fact that in the Nizhny Novgorod region, the number of traffic accidents committed under the influence of alcohol has almost halved. Gleb Nikitin added that the alcohol consumption rate in the region continues to decline. The head of the region believes that this directly affects traffic accident statistics. The governor emphasized that in the Nizhny Novgorod region, mortality is decreasing not only from external causes but also from challenges such as diseases of the circulatory system and digestive organs, and infectious diseases. This dynamic is the result of good work by the healthcare system. The President expressed interest in the development of oncological care in the region, particularly the possibility of producing radiopharmaceuticals in the Nizhny Novgorod region. "At your instruction, the government supported the creation of an oncology center here, which will also include the production of radiopharmaceuticals. We have already prepared the site and signed a contract for construction," reported Gleb Nikitin. The construction of the oncology center in Nizhny Novgorod is being carried out as part of the regional flagship project "City of Health." It combines the capabilities of the Nizhny Novgorod Regional Clinical Hospital named after N.A. Semashko and the Research Institute of Clinical Oncology "Nizhny Novgorod Regional Clinical Oncology Dispensary." In addition to the "City of Health," a "Health Quarter" and a "Family Quarter" are also being created in the capital of the Volga region. All three named projects involve comprehensive development to radically improve the quality of medical care for people. The "Health Quarter" includes the Children's Regional Clinical Hospital and the Cardiocenter. This will be a powerful medical center that, first and foremost, specializes in children's health. A special emphasis is placed on the "Family Quarter": four healthcare institutions are combined into one complex. There will be the first state IVF center, centers for women's and men's health, adolescent health, with a focus on reproduction. We also plan to build a temple there: it is important, especially in psychological assistance, when work is done on preventing pregnancy termination, to involve traditional religions," concluded Gleb Nikitin. It should be noted that work on the development of healthcare institutions in the Nizhny Novgorod region is being carried out in accordance with the goals and objectives of the national projects "Sustained and Active Life" and "Family." The national project "Sustained and Active Life" aims at the expected increase in life expectancy by 2030 and involves the renovation of polyclinics, outpatient clinics, and feldsher-midwife stations, attracting qualified medical personnel to medical institutions, applying new approaches in the prevention, diagnosis, and treatment of chronic diseases, improving emergency medical care and rehabilitation systems, developing a network of national research centers, and digitizing the industry.
