      On August 28, 2026, at 14:19, Economy Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov presented the most promising areas for the application of artificial intelligence in tasks related to territorial planning at the panel session "Digital Territory: Architecture of Management for New Development Models" of the sixth forum "Strong Ideas for a New Time." The event is taking place in Nizhny Novgorod on August 27-28. Among the promising tasks that AI can take on, Yegor Polyakov mentioned the development of land planning projects, adjustment of protected zones and land use and construction rules, formation of urban planning plans for land plots, calculation of energy resource capacity, filling out applications for technical conditions, and selecting land plots for the implementation of investment projects. "These services are in the development stage. They are not yet implemented, but I think in a year or two, this will work. Not only with us but everywhere. Some will be faster, some slower, but it is absolutely clear: this is a task for artificial intelligence, for large language models," Yegor Polyakov said. He noted that the Nizhny Novgorod Region is already a leader in the implementation of AI solutions in the field of public administration. According to the results of 2025, the region entered the top three leaders in the rating of the Ministry of Digital Development of the Russian Federation for the number of AI solutions placed on the federal portal "Digital Region." Thus, the Nizhny Novgorod Region was the first among Russian regions to apply a neural network for planning and monitoring the transport situation in the city. Trained AI models can analyze and transmit data about the number of people at "smart" public transport stops and the state of road infrastructure to relevant agencies, as well as regulate traffic flows. In addition, neural networks are successfully used in the region to monitor the fill levels of garbage containers and detect forest fires and illegal logging. The deputy governor separately noted that AI is also useful for identifying violations of land legislation. "This is a very promising story. For many decades, control over compliance with land legislation has lagged far behind the demands of the time. A huge number of unauthorized constructions and land grabs, the use of land plots not for their intended purpose - previously, to identify all these violations, it was necessary to walk the territory on foot. Now there is no such need: all surveying is done with drones. Modern artificial intelligence technologies allow us to determine the contours of real estate and land plots and detect violations," Yegor Polyakov said. The forum "Strong Ideas for a New Time" is organized by the Agency for Strategic Initiatives (ASI) and the Roscongress Foundation.
