On August 5, 2026, 17:04 Incidents The Nizhny Novgorod Regional Court confirmed the decision to recover 328 million rubles and real estate belonging to relatives of the former vice-mayor of Nizhny Novgorod, Ilya Shtokman, for the benefit of the state. This concerns the profits of the concrete plant "Vector," which have been ordered to be transferred to the revenue of the Russian Federation.
As reported by "Kommersant-Privolzhye," the court rejected the appeals of Ilya Shtokman's defense, his wife, brother Mikhail, other relatives, and six affiliated companies.
Recall that the decision to seize assets was made by the Nizhny Novgorod District Court on May 27. The investigation believes that the former official received a bribe of 55 million rubles from the head of a construction company for general patronage, the conclusion of contracts with a single contractor, and loyal oversight during the implementation of construction projects. The funds were transferred in parts through former city council deputy Karim Ibragimov to the plant managed by Mikhail Shtokman.
The investigation believes that the funds were then included in the company's revenue and legalized through the purchase of ten land plots and an apartment in the center of Nizhny Novgorod under loan agreements with relatives. It is claimed that thanks to these funds, "Vector" received 264 million rubles in profit.
According to law enforcement agencies, after being appointed to a municipal position, Ilya Shtokman continued to effectively manage the family business through affiliated persons. As a result, the company received multimillion-dollar revenues, and his relatives were able to acquire real estate worth over 60 million rubles.
In the appellate instance, the defense insisted that the consideration of the claim in civil proceedings substitutes the criminal process. The lawyers requested to suspend the proceedings until a verdict is reached and to appoint a financial expert to examine the movement of funds in the accounts of affiliated companies.
They noted that the real estate and plots were acquired long before the incriminating events, including from the sale of a shipping company. The loan agreements, the defendants argue, were not fictitious, and the prosecutor's calculations are erroneous.
The family also received dividends from the profitable concrete business. The defense emphasized that during the period when Ilya Shtokman was on special military operation and had no connections, he could not participate in managing affairs.
The prosecutor's office, in turn, pointed out that the lobbying of business interests by Shtokman is confirmed by the testimonies of former municipal officials. The prosecution's arguments are also based on materials from Rosfinmonitoring and the Federal Tax Service regarding the movement of funds in "Vector's" accounts.
Ilya and Mikhail Shtokman participated in the hearing via video link from SIZO-1. They stated that the crime did not occur and consider the seizure of assets illegal. The question of filing a cassation appeal remains unresolved for now.
Additionally, next week, the Nizhny Novgorod District Court will continue the consideration of the criminal case against the Shtokman brothers.
