More than 350 thousand Nizhny Novgorod residents have already received the virtual "Resident Card."

      August 5, 2026 15:44 Society Since the launch of the "Resident Card of the Nizhny Novgorod Region" project, more than 350,000 people have become its users. Over 50,000 residents of the region joined the service since the beginning of 2026, reported the regional government. The project has been implemented since 2020. Its development aligns with the goals of the national project "Data Economy and Digital Transformation of the State." According to the Deputy Governor of the Nizhny Novgorod Region, Yegor Polyakov, in 2024, the region was the first in the country to launch a virtual "Resident Card," making the transport pass available in digital format. Since then, the service's capabilities have expanded: the card can be used as a key for intercoms and as a pass to sports facilities in the region. Polyakov noted that the functionality is developing due to the expansion of the partner network, which already includes more than 70 organizations, including the largest banks in the country. At the beginning of 2026, a chatbot for the "Resident Card" appeared in the MAХ messenger. It helps authorized users learn about available benefits and support measures, check the balance of the transport application or pass, and also apply to participate in the project as a partner. The head of the regional Ministry of Digital Development, Alexander Sinelobov, reported that the "Resident Card" can now be issued at any MFC branch, making the service more accessible to residents of small settlements. Additionally, the card is integrated with regional digital services, including the "My Sport" platform, and its portal provides information on free Wi-Fi hotspots. The "My Sport" service allows the "Resident Card" to be used as a pass to sports facilities in the region and to issue subscriptions to fitness and wellness complexes and other sports organizations. In 2025, it became possible to issue cards for schoolchildren and students in an online format. At the same time, the application launched a "Parent's Cabinet," which displays information about the child's school attendance and nutrition. As noted by the director of the Center for Coordination of Digital Economy Projects in the Nizhny Novgorod Region, Vitaly Klimashov, the latest version of the application also introduced functions for managing the "Schoolchild Card," submitting meter readings in the "Utilities" section, and viewing previously paid receipts. These features are also available on the official project portal. In 2025, the platform launched the "Missing Pets Search" service using artificial intelligence, which helps owners find lost cats and dogs. The project won the all-Russian competition "Prof-IT.2025" in the nomination "Artificial Intelligence in Public Administration." In July 2026, the "Resident Card" platform also launched a fuel station monitoring service. Information about fuel availability is generated based on reports from volunteers, who have priority in updating data, as well as anonymized information about transactions at gas stations.
