The Kolganov couple has three children, and they were among the first to receive significant financial support from the federation, as well as from the regional government. I am greeted by mom Natalia, dad Alexander, Diana, Philip, and little Bella. They have set the table with treats; it’s clear they are hospitable people. We introduce ourselves. Natalia Vladimirovna works as an English teacher at the second school, while dad Alexander works at "Semar-service." The eldest daughter Diana is a serious sixth grader, a student at the art school with big plans for the future. The middle son Philip is a future first grader. He is not thinking about school yet, of course, but his parents are encouraging him to study, taking him to extra classes, and he always has the example of his older sister in front of him. And little Bella is quietly snoring in her stroller. The baby was born on May 5. Why did they choose such a name for the youngest? Are they fans of the movie "Twilight"? - No, the movie has nothing to do with it, – Natalia says with a smile. – It’s just that in the house where we lived with my parents, there was a family with a daughter named Bella – small and pretty. I remember how my mom would call her from the street: "Bella, come home!" I liked that name. When the girl was born, we decided to name her that. The couple says they did not plan to become a large family, but everything turned out so well. Then they learned about the new support program. In addition to federal payments, the regional program "Osnova" started last year. - We were told about it when we registered for pregnancy, – they recall. – It turns out that starting in 2025, significant assistance can be received in the Nizhny Novgorod region upon the birth of a child. For the third child, for example, there are two options: either a certificate for 700,000 rubles right away and monthly payments of 30,000 rubles for 10 months, or 30,000 rubles every month for three years. We chose the second option. The conditions of the certificate do not suit us very well. It is given for the purchase of a car, housing, or gasification. And we are not planning anything like that for now; we have no mortgage and do not intend to finish building anything. So we decided to save. By the way, the social protection department helped us with all the paperwork; they did everything in one day. Now mom Natasha is on maternity leave but is not sitting idle: she has become self-employed and bakes cakes. - I have always enjoyed watching how pastries are made, – she says. – I decided to give it a try. At first, of course, I ruined a mountain of ingredients, but I learned! Now Natalia is a pastry chef, and while Bella sleeps, she prepares her sweet masterpieces. The parents say that the little one has probably already gotten used to the noise of the mixer since her mom was standing at the table while pregnant. Maybe she will also become a pastry chef? We drank tea with the delicious cake baked by Natalia. Then Philip showed me a new toy, and Diana and I discussed her first plein air at the art school. Just then, the awakened Bella made a sound… And I thought: how cozy, warm, and cheerful it is in this large family! This year they will celebrate the Day of Love, Family, and Fidelity as a family of five, and that’s wonderful. We wish the Kolganovs only happiness and health.
Taking on "Osnova"
A unique project is being implemented in the Nizhny Novgorod region – the parental basic income "Osnova." This is a kind of regional maternal (family) capital.
What is "Osnova"
This is a parental basic income of 1 million rubles for each child born or adopted from July 2025, taking into account federal and regional payments. Funds from the region can be received in the form of a monthly "parent's salary," targeted payments, or a combination of the two options. An important condition: the recipient of the support measure must be registered in the Nizhny Novgorod region – at their place of residence or place of stay in a residential property. Applications for payments can be made no later than 12 months from the date of birth (adoption) of the child or children. To receive "Osnova," the family does not need to meet the criteria of need. "Osnova" payments are not included in the family's income when assigning basic benefits, including the unified benefit. First child: 10,000 ₽ per month for three years The funds are paid in addition to the federal maternity capital: in 2026 it amounts to 728,921.89 rubles. Second child 500,000 ₽ immediately in the form of a certificate 20,000 ₽ per month for 15 months The funds are paid in addition to the federal maternity capital: in 2026 it amounts to 234,321.26 rubles (if the family received maternity capital for the first child) and 963,243.16 rubles (if the family did not receive maternity capital for the first child). Third child: 700,000 ₽ immediately in the form of a certificate 30,000 ₽ per month for 10 months Or: parent's salary of 30,000 ₽ per month for three years Fourth child and subsequent children: 1,000,000 ₽ immediately in the form of a certificate Or: 30,000 ₽ per month for three years "Parent's salaries" and/or targeted payments in "Osnova" can overlap and accumulate when several children are born (adopted) at once or subsequent children in the family
Who can receive payments?
The parental basic income "Osnova" is assigned when the following conditions are simultaneously met: - the birth of the child or children is registered with the registry office in the Nizhny Novgorod region;
- the parent (adoptive parent) and the child (children) reside permanently or temporarily in the Nizhny Novgorod region. Funds received from the region can be directed to improve housing conditions, including mortgages, purchasing/building an apartment or house, or participating in shared construction. It is also possible to invest the PBI in children's education, gasification of housing, or purchasing a vehicle.
Gift for the newborn
An additional support measure for parents: 20,000 rubles for each child. Families with a child born from July 1, 2025, have the right to an additional support measure in the Nizhny Novgorod region – "Gift for the newborn." Parents can apply for it online and receive it in the form of an electronic certificate. Applications for the support measure must be made within 12 months from the date of birth of the child. Look: in our Semyonov district alone, more than 250 families have received certificates, 226 people are receiving monthly payments under this program, and 257 families have applied for the gift for the newborn.
