On June 26, 2026, at 19:15, Society In Kstovo, the first inter-municipal department of the Nizhny Novgorod branch of the "Defenders of the Fatherland" fund began operations. The ceremony was attended by Andrey Gneushev, the first deputy governor of the Nizhny Novgorod region. According to him, the establishment of the department in Kstovo has become a starting point for forming a network of such offices in the region. In the future, similar departments are planned to be opened in Arzamas, Dzerzhinsk, Vyksa, Gorodets, and Uren.

Andrey Gneushev emphasized that now veterans of the special military operation (SMO) and their families will be able to receive comprehensive assistance without the need to go to the regional center. He noted that the Kstovo office will serve nine neighboring municipalities, making this format more convenient for residents.

"Our priority task is to help everyone returning to peaceful life and to surround the loved ones of SMO participants with care. Thanks to the phased opening of inter-municipal offices, we will be able to provide support measures to a larger number of people. We are doing everything we can to bring Victory closer on the front lines and must be ready to meet our fighters at home with dignity, so that everyone is surrounded by attention and care and receives all necessary assistance on time," said Andrey Gneushev.

The department is located at the base of the "Work of Russia" personnel center. Its opening was the result of cooperation between the regional branch of the fund and the Ministry of Demography and Human Capital Development of the Nizhny Novgorod region. The new space has been created to make state support measures more accessible and understandable for SMO participants and their families.

Ekaterina Generalova, the head of the Nizhny Novgorod branch of the fund, noted that the launch of the department in Kstovo aligns with the strategy to ensure the fund's presence in the municipalities of the region. According to her, it is important for veterans and their families to receive qualified and prompt assistance close to home. She added that social coordinators will become reliable assistants and mentors for those who seek help.

The department has organized personal receptions for citizens. Specialists assist with document processing, the appointment of entitled social support measures, and provide comprehensive support in resolving various issues. Additionally, the premises are equipped with a DNA testing area, as well as offices for a psychologist and a lawyer. Conditions have been created for individual consultations on various topics—from psychological assistance to career counseling.

Igor Pantyukhin, the Minister of Demography and Human Capital Development of the Nizhny Novgorod region, emphasized that the opening of the department allows for the establishment of a seamless support system for participants of the special military operation and their families. He noted that the more accessible the fund's services are within walking distance from home, the faster people will be able to receive the necessary legal, psychological, and social support.
