The State Council Commission discussed the national plan for the implementation of AI technologies.
On June 25, 2026, at 12:39, Economy24 held a meeting of the State Council of the Russian Federation's commission on the "Data Economy" direction. Participants included the Assistant to the President of the Russian Federation, Secretary of the State Council of the Russian Federation Alexey Dyumin; Deputy Prime Minister of the Russian Federation Dmitry Grigorenko; Chairman of the "Data Economy" commission, Governor of the Moscow Region Andrey Vorobyov; Minister of Digital Development, Communications and Mass Communications of the Russian Federation Maksut Shadaev; representatives of federal authorities, regions, and others.
The meeting participants discussed the development of a national plan for the implementation of artificial intelligence technologies, including the effectiveness indicators for their use at the federal and regional levels. In his opening remarks, Alexey Dyumin noted that the State Council's "Data Economy" commission, together with the Ministry of Digital Development of Russia under the leadership of Andrey Yuryevich Vorobyov and Maksut Igorevich Shadaev, has done significant work with the regions.
"The proposed indicators by the Government have been analyzed across all sectors, and the best regional AI practices that have proven their effectiveness have been collected. They need to be replicated in other regions, which will save time and resources and accelerate the resolution of issues that concern residents. When determining regional effectiveness indicators, one must consider the level of digital maturity of the regions and the state of their budgets. Existing regional information systems and infrastructure should be taken into account. The national plan being formed for the implementation of AI technologies must become a realistic and truly working tool for achieving the tasks set by the Head of State," emphasized Alexey Dyumin.
Dmitry Grigorenko spoke about the development of digital technologies in the country. According to the results of 2025, the IT sector showed steady growth, with its revenue increasing by 14%. This outpaces the average global rates. The volume of exports of Russian IT solutions is also growing—by an average of 20% over the past year, indicating the high quality of domestic developments and their demand in the international market.
"This year, we have transitioned to the systematic implementation of AI in key sectors of the economy. For this, we have established target performance indicators, launched their monitoring. Currently, we are working on forming a national plan for technology implementation, including laying the regulatory framework for the development of artificial intelligence. The government has already developed a draft law that introduces the very concept of AI and creates conditions for stimulating the development of domestic AI technologies. We plan to submit it to the State Duma soon," reported the Deputy Prime Minister.
Andrey Vorobyov noted that the implementation of artificial intelligence is inevitable, as this technology saves resources and helps move forward. "Efficiency is paramount. AI costs money—both for the 'hardware' and for the labor of the people who train it. Therefore, we are very careful, thoughtful, but persistent in implementing AI products together with the Government of the Russian Federation and our partner regions. For example, today artificial intelligence reads X-ray images. This allows for a significant amount of radiologists' work hours to be freed up and results of studies to be obtained quickly. We apply AI in transportation, in education—in various fields. In the Moscow region, we take a very careful approach to each project. Only where there is a benefit for people and savings for the budget do we implement AI at the regional level, and then we offer it at the municipal level," emphasized Andrey Vorobyov.
