The current state and prospects for the development of dairy farming were discussed at the next meeting of the operational headquarters for ensuring the sustainability of the socio-economic development of the Nizhny Novgorod region, chaired by the governor and secretary of the Nizhny Novgorod regional branch of the United Russia party, Gleb Nikitin. The meeting was also attended by the deputy governor of the Nizhny Novgorod region, Yegor Polyakov, ministers of the regional government, as well as leaders of dairy industry enterprises. Dairy farming remains one of the priority areas of the agro-industrial complex (APC) – in terms of production volumes, the Nizhny Novgorod region ranks 11th in Russia. Meeting participants discussed measures to increase efficiency, as well as possible support measures for producers whose financial indicators have worsened since the beginning of 2026 against the backdrop of rising production costs for milk and a strict monetary policy. Gleb Nikitin emphasized that the agro-industrial sector, based on the results of the first quarter of 2026, is in a positive zone. Agricultural production amounted to 104.2% compared to the same period in 2025. However, negative dynamics are also observed in the industry. "We see that the profitability of the sector is declining. The cost of milk production has increased: labor costs, fuel expenses, and the maintenance of the enterprise itself. The prices of agricultural machinery and spare parts for it, as well as mineral fertilizers, have risen. We understand all the difficulties faced by dairy industry enterprises. Our task is to develop solutions that will allow us to maintain profitability and protect producers," noted the governor of the Nizhny Novgorod region. During the report, the acting minister of economic development of the Nizhny Novgorod region, Alexander Solovyov, presented an analysis of key production and economic indicators of the industry. "The region is steadily growing in terms of self-sufficiency in milk: the volume of its production is comparable to the volumes processed by the food industry, and the growth rates in both segments have practically leveled off. Achieving such indicators is a direct contribution to the implementation of the tasks of the new national project 'Technological Support for Food Security.' Much of this is ensured through modernization and optimization of production, as well as through budgetary support. In 2025, 80 percent of dairy farming enterprises in the region received subsidies," said Alexander Solovyov. According to the minister of agriculture and food resources of the Nizhny Novgorod region, Nikolai Denisov, in order for farms to operate stably, in addition to optimizing work processes, it is necessary to provide state financial support. "It is necessary to consistently reduce the cost of feed, which today accounts for about 50 percent of expenses, and to actively develop export directions. Undoubtedly, we have reserves here, and this is a task for the future. At present, the priority task is the timely provision of additional state subsidies to agricultural organizations to ensure their stability and support production," noted Nikolai Denisov. Following the meeting of the anti-crisis headquarters, a list of assignments was formed aimed at increasing the efficiency of the industry. Among them are the development of additional mechanisms for compensating costs for the purchase of equipment and fertilizers, scaling up breeding work, and interaction with retail chains. It should be noted that since 2025, a national project "Technological Support for Food Security" has been in effect in Russia by order of President Vladimir Putin. Its main goal is the development of the agro-industrial complex of Russia and its technological independence to ensure the availability of all necessary products in the country and to create greater opportunities for strengthening positions in the global market. The national project includes five federal projects: "Biotechnology in the APC," "Breeding and Genetics," "Veterinary Drugs," "Equipment and Machinery for the APC," and "Personnel in the APC."
