      At the SPIEF-2026, RusHydro and VTB signed a memorandum of intent to conclude a syndicated loan of up to 260.5 billion rubles for a term of 12 years. The funds are planned to be directed towards financing the energy holding's investment program in the Far Eastern Federal District.

      The program includes six priority projects: the construction of five new power plants and the comprehensive modernization of Vladivostok CHPP-2. Two upgraded units at the latter have already been put into operation. The total capacity of the new and upgraded facilities will be 2.1 GW of electricity and 2.7 thousand Gcal/h of thermal energy. The need for new capacities is associated with the growing energy deficit in the United Energy System of the East. According to experts and government representatives, the lack of generation is currently one of the main restraining factors for the development of industry and logistics in the macro-region. The new facilities are expected to replace the retiring capacities and meet the growing demand from businesses.

      VTB CEO Andrey Kostin noted that the development of the Far East is impossible without the proactive creation of modern energy infrastructure: "RusHydro's projects are of systemic importance for the economy of the macro-region, as they provide the energy basis for the implementation of investment initiatives in industry, logistics, and the social sphere. The expansion of our cooperation reflects a common approach to the region's development: the unification of resources from the largest financial and infrastructure institutions allows for the creation of conditions for sustainable economic growth and increased investment attractiveness of the Far East."
