RusHydro and VTB agreed on a loan of 260.5 billion rubles for energy projects in the Far East.

June 8, 2026 14:34 Economy At the SPIEF-2026, RusHydro and VTB signed a memorandum of intent to conclude a syndicated loan for up to 260.5 billion rubles for a term of 12 years. The funds are planned to be directed towards financing the investment program of the energy holding in the Far Eastern Federal District. The program includes six priority projects: the construction of five new power plants and the comprehensive modernization of Vladivostok CHPP-2. At the latter, two modernized units have already been put into operation. The total capacity of the new and upgraded facilities will be 2.1 GW of electrical power and 2.7 thousand Gcal/h of thermal energy. The need for new capacities is related to the growing energy deficit in the United Energy System of the East. The lack of generation, according to experts and government representatives, is currently one of the main restraining factors for the development of industry and logistics in the macroregion. The new facilities are expected to replace the retiring capacities and meet the growing demand from businesses. VTB head Andrey Kostin noted that the development of the Far East is impossible without the proactive creation of modern energy infrastructure: "RusHydro's projects have systemic significance for the economy of the macroregion, as they provide the energy foundation for the implementation of investment initiatives in industry, logistics, and the social sphere. The expansion of our cooperation reflects a common approach to the development of the region: the unification of resources from the largest financial and infrastructure institutions allows for the creation of conditions for sustainable economic growth and increased investment attractiveness of the Far East."
