      DOM.RF will help provide the Nizhny Novgorod region with communal, construction, road, and agricultural machinery by offering preferential financing for its purchase. The agreement on cooperation regarding the implementation of investment projects related to the acquisition of machinery and equipment was signed by the General Director of DOM.RF Vitaly Mutko and the Governor of the Nizhny Novgorod region Gleb Nikitin on June 4, 2026, during the St. Petersburg International Economic Forum - 2026. Financing for the projects will be implemented through the mechanism of infrastructure bonds. DOM.RF attracts funds through the issuance of securities in the capital market, which are then directed to long-term financing of infrastructure in the regions of Russia. The joint program of preferential leasing by DOM.RF and the Ministry of Industry and Trade of the Russian Federation, launched last year, allows the use of the infrastructure bond mechanism for the purchase and modernization of machinery. "Today, it is impossible to implement large housing projects that require serious infrastructure support without infrastructure bonds and other tools from the 'infrastructure menu' offered by DOM.RF. I am grateful to Vitaly Leontyevich for personally engaging with the agenda of the regions and our projects. As for the agreement signed today, the need for communal machinery is indeed significant for us. Previously, we used market instruments, regular leasing, but now this is practically impossible. We can replenish and update the fleet with the help of development institutions. And this is extremely important for the residents of Nizhny Novgorod," noted Gleb Nikitin. "The preferential leasing program is in high demand in the regions of Russia: DOM.RF has financed the acquisition of about 2,000 units of machinery worth over 17 billion rubles for the arrangement of cities, road construction, and the agricultural sector. Russian manufacturers have received additional opportunities to increase production and sales of their products thanks to the program's operation. Today, we agreed on organizing cooperation on the leasing program with the Nizhny Novgorod region. The entity is interested in acquiring 280 units of machinery and equipment worth 1.8 billion rubles. I am confident that this will reduce costs, contribute to increased efficiency, and support the development of the economic potential of the entire region," reported the General Director of DOM.RF Vitaly Mutko. The preferential leasing program for communal, road construction, and agricultural machinery, operated by DOM.RF, started in April 2025 with the participation of the Ministry of Industry and Trade of the Russian Federation. It is implemented with the aim of ensuring access for enterprises and regions to modern machinery on preferential terms, reducing the burden on budgets, and accelerating the renewal of fixed assets. The volume of the programs is 380 billion rubles, with financing provided for a period of three to seven years for the purchase of domestically produced machinery.
