Fines of up to 1 million rubles are proposed for the sale of vapes in the Nizhny Novgorod region.

      On June 2, 2026, 12:17 Society In the Nizhny Novgorod region, it is planned to introduce administrative responsibility for the distribution and storage of electronic nicotine delivery systems - vapes. The draft amendments to the Code of Administrative Offenses has been published by the Ministry of Economic Development and Investments for regulatory impact assessment. On May 29, 2026, the deputies of the regional Legislative Assembly unanimously adopted, in two readings, a law on the complete ban of vapes, as well as on stimulating the sale of tobacco, nicotine-containing products, corresponding devices, and hookahs. Now, the Ministry of Economic Development proposes to establish responsibility for these violations in Article 2.28 of the Code. For the distribution or storage of prohibited products, officials are expected to face fines ranging from 40,000 to 50,000 rubles, and legal entities from 800,000 to 1 million rubles. The same fines are provided for stimulating the sale of tobacco, nicotine-containing products, devices for their consumption, and hookahs. The powers to draw up protocols and consider cases are planned to be transferred to the regional Ministry of Industry and Trade. The degree of regulatory impact of the project has been assessed as high. It is expected that its adoption will lead to a reduction in the consumption of nicotine-containing products. From June 1, additional requirements for the sale of hookahs and devices for nicotine consumption came into effect in Russia: they can only be sold in stores and pavilions.
