It requires authorities to comprehensively address problems related to birth rates, public health, preservation of traditional values, and improvement of quality of life. This was stated by the governor of the Nizhny Novgorod region, Gleb Nikitin, at a meeting of the Legislative Assembly of the region on May 28. The head of the region reported to parliamentarians on the work of the regional government for the year 2025. He noted that the activities of all executive bodies and other structures have been and remain focused on bringing the Nizhny Novgorod region out of the situation of "demographic winter." The efforts being made in this direction are included in the regional Five-Year Family Program - a period from 2025 to 2030. "I have repeatedly emphasized that our task is to create a mechanism for comfortable family planning with accessible quality medical care. Over the past five years, we have doubled the number of free IVF procedures, with every third procedure funded by the regional budget. As a result, there are no queues for receiving referrals for IVF in the Nizhny Novgorod region. Our victory is more than 640 children who were born in the region in 2025 thanks to this opportunity," Gleb Nikitin reported. The governor of the Nizhny Novgorod region reminded that at his initiative, the flagship regional project "Family Quarter" is being implemented. It involves the creation of reproductive health infrastructure based on existing healthcare institutions in Nizhny Novgorod. "Our 'Family Quarter' is designed to unite Centers for Women's, Men's, Adolescent, and Children's Health. In 2025, major repairs began at Maternity Hospital No. 5 and two buildings of City Hospital No. 28. One of the buildings will house the Family Health and Reproduction Center, and the first state IVF Center will also operate there," the head of the region reported on the progress of the project. According to the governor, the region fully ensures the implementation of five measures of the federal "Demographic Menu," which are provided under the national project "Family." Moreover, since 2025, federal support measures have been strengthened by regional initiatives. "You know that since July of last year, we have been implementing a unique program 'Foundation - Nizhny Novgorod Life Project.' In addition to maternity capital, we introduced payments in the form of a Parental Basic Income for each born child of at least 1 million rubles. Our families also receive a 'Gift for Newborns' - a certificate worth 20,000 rubles for purchasing children's goods from Nizhny Novgorod enterprises on the marketplace. Thus, simultaneously with social support, we stimulate the development of local production. Our first regional cluster of the children's goods industry in the country has increased its product range by 1.5 times and revenue by 3.3 times due to this measure," Gleb Nikitin explained. To assist women in crisis situations, the region launched the project "Emergency Demographic Assistance": an anonymous chatbot and hotline are available for women to seek help in any difficult life situation - during crisis pregnancies, postpartum depression, or family conflicts. "We see a fundamental shift in the trend - the total fertility rate has increased by almost 6% since the introduction of regional support measures, and for third and subsequent children, it has increased by 10.5%. In the first four months of this year, the total fertility rate has already increased by 2% - this is the highest growth rate in the country! This means that what we are doing works!" emphasized the head of the region. Gleb Nikitin once again called on Nizhny Novgorod entrepreneurs to engage in socially responsible business. "The social, 'demographic' responsibility of business should become a separate element of our joint work. Within the framework of ECG standards, businesses are encouraged to support their employees, in whose families children are born, by paying them certain amounts. The government of the Nizhny Novgorod region, as an employer, has set an example of such support despite the current difficult financial situation. We believe that this is a priority that cannot be abandoned. I urge you to take our example and urgently make similar decisions," the governor concluded.
