The assets of the former vice-mayor of Nizhny Novgorod have been confiscated for state revenue.
On May 28, 2026, at 11:16 AM, the economy reported that the profits from the family business and assets acquired through bribery, totaling 328 million rubles, belonging to former vice-mayor Ilya Shtokman, will be confiscated for the benefit of the state. The Nizhny Novgorod District Court granted the prosecutor's claim on May 27, as reported in the court's registry. Law enforcement organized a check on the enforcement of legislation and confirmed that from September 2022 to September 2025, Ilya Shtokman, who held the position of first deputy head of Nizhny Novgorod, managed commercial structures through affiliated persons. Thanks to the status and influence of the official, the company generated multimillion-dollar revenues, and his relatives were able to acquire ten real estate properties worth over 60 million rubles. This became the basis for the lawsuit. According to "Kommersant-Privolzhye," Ilya Shtokman disagreed with the court's decision. He emphasized that the "Vector" plant operated and earned independently. The former official himself was in the zone of the special military operation, so he allegedly did not engage in this business, and his powers in the administration were suspended. According to him, part of the property, the seizure of which was demanded by the prosecutor's office, was acquired before everything that happened. The defendants also emphasized that there is currently no final court decision on the criminal case regarding bribery, therefore, it is impossible to confiscate their property and money for the benefit of the state. Recall that in the summer of 2025, Ilya Shtokman left his position in the mayor's office, and already in September, he was detained in Sochi on suspicion of bribery in the amount of 55 million rubles. According to the investigation, the official received money from the head of a construction organization for patronage, the conclusion of contracts with the sole contractor, and loyal control over the execution of projects. It is likely that the money was transferred to the account of his brother's company, Mikhail Shtokman, the general director of the "Vector" plant, who was detained in December of last year in connection with the same case.
