On May 28, 2026, at 12:11, Society In the Nizhny Novgorod region, plans are underway to expand the list of regional services included in the so-called "white lists" of the Ministry of Digital Development of Russia, which operate during internet restrictions. This issue was discussed on May 28 at a meeting of the Legislative Assembly. Governor Gleb Nikitin reported that work in this direction is already underway. He reminded that in one of the latest updates to the list, at the initiative of the region, the "Nizhny Novgorod Region Resident Map," "Public Transport Fare Payment Service (CitiCard LLC)," and "Electronic Journal/Diary (RGIS Nizhny Novgorod Educational Platform)" were included. During the next quota formation, the region plans to propose the inclusion of a paid parking service, the "Regional Patient Portal," and a unified access control and school meal payment system. The authorities also intend to continue coordinating other resources based on requests from government bodies and residents.
"I would like to note that the 'white lists' still imply the presence of a signal. And there is a big question of whether this signal, even in the absence of a specific resource in the list of web addresses, allows for the corresponding means that we are currently fighting against. Therefore, in a critical situation, I think the white lists may not work — we need to be prepared for this. Of course, it is unpleasant, but everyone understands that this is not a made-up story and it is related to the struggle for our lives, safety, and economic potential. Right now, we are just fending off potentially very serious damage," he emphasized.
He added that the development of the free Wi-Fi network continues in the region. Currently, there are more than two thousand access points operating in the Nizhny Novgorod region, including "smart stops." They can be found through the chatbot "Public Wi-Fi Points of the Nizhny Novgorod Region" in the MAX messenger, as well as on the portal and in the mobile application "Nizhny Novgorod Region Resident Map."
