The decision was made at a meeting of the Council for Land and Property Relations on May 26, reports a correspondent from NIA "Nizhny Novgorod." The application was submitted by LLC "Shakespeare's Pier." The company planned to lease a plot of land measuring 20,368.13 sq. m. The investment volume was stated to be 50 million rubles. The project involves the placement of modular non-capital accommodation facilities - quickly erected structures of factory production, including container-type, as well as non-capital structures for recreation, sports, food, and entertainment for tourists. The applicant also reported the existence of a water use agreement for the river's water area. At the meeting, it was noted that an informal recreation area had already formed in this territory; however, the investor was ultimately denied the allocation of the plot. The city administration noted that a public road runs through the area. Additionally, the plot is partially located in the water area and partially in the coastal strip. According to land use and development regulations, the territory is situated in three zones - parks, embankments, and engineering-transport infrastructure. The requested type of use is not provided for in urban planning regulations. Furthermore, legislation does not allow for the formation of land plots whose boundaries cross territorial zones. Also, according to the approved documentation for land planning in this area, the development of the street and road network is planned - a passage along the Oka embankment, including through traffic on the Mizin Bridge roadway. The regional Ministry of Construction deemed the project's implementation impossible due to its location in the coastal strip and non-compliance with zoning regulations. The Ministry of Emergency Situations opposed it. The Development Corporation pointed out the insufficient investment capacity of the project.
