On May 21, 2026, at 15:34, Society T2, a Russian mobile operator, emphasized the role of telecom as an integrator and mediator in creating a secure data exchange environment between banks and other market participants. This approach will not only improve adtech solutions and more accurately predict consumer behavior but also open new opportunities in anti-fraud and banking scoring. T2 is collaborating with six leading banks to create such an environment. This was reported by Irina Lebedeva, Deputy General Director for Commercial Activities of the company, at the "Digital Industry of Industrial Russia" (CIPR) conference.
At the session dedicated to adtech, Irina noted that telecom has a unique layer of data: a verified user identity based on SIM, geolocation, and payment behavior assessment. "Operators can take on the role of integrator for secure data exchange between banks and other players. T2's immediate plans include creating a Data Clean Room—a trusted environment that will allow information to be exchanged securely, without disclosing user data, where an encrypted phone number serves as the profile identifier," she noted. "The next steps include monetization through a subscription model like Data-as-a-Service (access to verified audience profiles), and exploring entry into adjacent markets on the same principle: in credit and insurance scoring, logistics," added Lebedeva.
The creation of infrastructure for secure data exchange will consist of several stages:
By the end of 2027, the operator will establish the technological and legal foundation for working with data in an autonomous demand mode. This includes data auditing and standardization, launching a Data Clean Room for secure data interaction among all players—from retailers to banks—using an encrypted phone number as a universal link. This stage involves developing the legal framework for legitimate data use in AI chains.
In 2028-29, it is planned to launch infrastructure for AI agent interaction—creating a secure interface for requests from verified profile agents without disclosing user data; integrating with multi-agent commercial platforms, scaling the Data Clean Room by including new partners and data sources.
In the final stage of the plan starting in 2030, the company will focus on strengthening its position in the market as an infrastructure player. This includes monetization through a subscription model like Data-as-a-Service (access to verified audience profiles), and exploring entry into adjacent markets on the same principle: in credit and insurance scoring, logistics.
