Mikhail Mishustin called Nizhny Novgorod comfortable for living: details
On May 18, 2026, at 12:08 PM, Politics Prime Minister of the Russian Federation Mikhail Mishustin visited the exhibition "CIPR-2026" (12+) in Nizhny Novgorod, reported the press service of the Russian government. The head of government began his tour of the exhibition at the Nizhny Novgorod stand. He was presented with a section dedicated to the 130th anniversary of the Nizhny Novgorod tram and was informed about the development of urban transport. A program for modernizing the tram network is being implemented in the region: more than two-thirds of the infrastructure has been updated, 156 units of rolling stock have been replaced, and 110 km of tracks have been reconstructed. The delivery of another 14 three-section trams is expected, which will allow for the complete renewal of single-section trains.
Governor Gleb Nikitin also reported on the implementation of the world-class IT campus "Neimark," which is part of the national project "Youth and Children." The project includes the construction of dormitories for 5,600 places and educational buildings for 8,000 students. 18 buildings with 1,300 places have already been put into operation, and this year the second admission campaign is taking place. According to the governor, large projects, including CIPR, contribute to the growth of tourist traffic. In 2025, the region was visited by 5 million people—45% more than in 2021. As part of the national project "Tourism and Hospitality," 16 hotels of four and five-star categories are being built, nine of which are five-star. A five-star hotel with 200 rooms has also opened in Nizhny Novgorod on the Rowing Canal. Additionally, an investor is constructing another hotel complex with 187 rooms and a congress hall for 1,500 places near the forum venue.
The IT sector remains a driver of the region's economy: by the end of 2025, growth reached 46.6%—up to 100 billion rubles, while the ICT sector increased by 22%, reaching 200 billion rubles. Special attention was paid to demographics. A comprehensive program "Foundation" is being implemented in the region, which complements federal support measures for families. In the region, up to 1 million rubles is paid for each child, taking into account the federal maternity capital: for the first child, the region adds about 300,000 rubles, for the second—about 600,000, and for the third—1 million rubles, as the federal payment is not provided in this case.
The governor emphasized that the waiting list for IVF has been eliminated in the region—all applications are satisfied, with about 1,500 procedures conducted in 2025 alone. A system of mandatory consultations with psychologists for women in reproductive choice situations has also been created, along with educational work and additional support measures. As of April, Nizhny Novgorod Oblast ranked first in Russia for the growth of the total fertility rate and for the first time exceeded the average indicator for the Volga Federal District.
Mikhail Mishustin noted that the achieved results are related not only to financial measures. "It seems to me that Nizhny Novgorod and Nizhny Novgorod Oblast have become very comfortable, attractive places, and this, by the way, is your merit and that of everyone who has been involved in the development of the Nizhny Novgorod province. It seems to me that women feel this," noted Mikhail Mishustin. He also emphasized the importance of developing the IT industry, implementing digital solutions and artificial intelligence, as well as the growth of the "Neimark" campus, which is forming an ecosystem for youth with the support of universities and scientific-industrial enterprises in the region. In conclusion, the head of government wished the region success in achieving national development goals.
