The disconnection of hot water in the summer is a common occurrence for many Russians. City dwellers have become accustomed to the inconveniences associated with the need to use basins and pots. However, not everyone considers how much these temporary difficulties actually cost.

Unobvious expenses when hot water is turned off

For most Russians, hot water is something taken for granted, noted Dmitry Bondar, a housing and utilities expert, in an interview with 360.ru. However, the period of disconnection forces people to rethink their household habits and optimize their expenses.

Costs go far beyond what is expected: purchasing water heaters, increased electricity bills, and unexpected fines due to faulty meters. Some are even forced to rent accommodation during the absence of hot water or buy gym memberships.

Moreover, people are compelled to buy equipment for heating water. The expert warned that small devices that heat water instantly usually consume a lot of energy. Accumulation tanks, on the other hand, are considered more economical as they consume electricity more slowly and maintain the necessary temperature.

Cold water meters: what to pay attention to

Particular attention should be paid to the calibration deadlines of the cold water meter. Since the beginning of 2026, for consumers without a functioning cold water meter, the fine for water usage has increased from 1.5 to 3 times the norm. The first three months are calculated based on the average monthly consumption over the last six months. But if the fourth month coincides with the period of hot water disconnection, the bills may show an amount with a new penalty coefficient of 3.

Bondar explained that during the hot water disconnection period, people start using more cold water, heating it up. This can lead to increased utility expenses.

What to do if the hot water does not meet standards after being turned back on

After the repair work is completed, the hot water must comply with the SanPiN 2.1.3684-21 regulations. The water temperature should be between 60 and 75 degrees. This is necessary to protect health, as bacteria actively multiply at temperatures from 20 to 45 degrees, and at temperatures above 60 degrees, they die within minutes.

If hot water of improper temperature flows from the tap, it is necessary to immediately submit a request to the dispatch service of the management company. The management company is obliged to agree on a time and send a technician to measure the temperature within two hours.

"Based on the results of the inspection, demand the preparation of a bilateral act: if the temperature is below 60 degrees, you are entitled to a recalculation of the payment at 0.1% for each hour of violation, and if it is below 40 degrees, then the service should be paid at the cold water tariff," concluded Bondar.
