On May 7, 2026, at 15:45, Society In Nizhny Novgorod, an unscheduled inspection of the "Cat Village" zoo theater, located in the "RIO" shopping center, has been completed. The inspection was conducted by the Rosselkhoznadzor Administration for the Nizhny Novgorod Region and the Republics of Mari El and Mordovia. The inspection concerning individual entrepreneur Pogrebnoy S.O. was completed on May 7, 2026.
The entrepreneur has a license for the maintenance and use of animals in zoos, zoological gardens, circuses, zoo theaters, dolphinariums, and aquariums. In this case, the activity is carried out in the format of a zoo theater.
Nineteen cats of different breeds and ages are involved in the performances. Inspectors checked the presence and correctness of the veterinary passports for all animals. The documents recorded information about vaccinations against rabies and viral infections, as well as preventive treatments.
However, during the inspection, a number of violations were identified. The schedule for the animals' participation in the shows and the duration of their contact with visitors have not been approved. There are no approved feeding norms and dietary regimes.
Feeding logs, monitoring of the animals' condition, and cleaning of the premises are not maintained in the established form. A cleaning plan for the premises has not been developed, and the inventory for sanitary processing is only partially marked. In addition, ophthalmic medications are not labeled with the date of opening after being opened.
It was also established that no notification was sent to the Veterinary Committee of the Nizhny Novgorod Region about the fact of stray animals being thrown in and the detection of signs of illness in the kittens. The inspection also revealed a lack of monitoring of the animals' health by a veterinary specialist.
As a result of the control measures, a ruling was issued under Article 8.53 of the Administrative Offenses Code of the Russian Federation "Failure to comply with the requirements for the use of animals for cultural and entertainment purposes and their maintenance." The entrepreneur was fined.
