      May 6, 2026 17:18 Society The Deputy Minister of Urban Development and Agglomeration Development of the Nizhny Novgorod Region, Mikhail Genin, acted as an expert in a module of the professional development program organized by the Ministry of Construction of Russia. The educational block was dedicated to the integrated development of territories (IDT) and was conducted as part of the federal project "New Construction Rhythm" of the national project "Infrastructure for Life." The audience consisted of representatives from regional and municipal authorities from across the country. Mikhail Genin presented to his colleagues the practical experience of the Nizhny Novgorod Region in the field of IDT, discussed the peculiarities of the approach to transforming urban spaces, and the key results that the region has managed to achieve. The report sparked lively interest among the audience. In particular, two practices from Nizhny Novgorod attracted the listeners' attention. Firstly, colleagues from the regions of Russia were interested in the search for and clear definition of the balance in the distribution of obligations among all participants in the IDT. As Mikhail Genin explained, in the Nizhny Novgorod Region, a unique solution is sought for each territory. The IDT master plan from the very beginning contains precise calculations of needs: how many places are needed in schools, kindergartens, and what load will fall on clinics and transport. These figures are the basis for forming the obligations of the investor and the city. The region distinguishes between two types of projects - initiated by the government and initiated by the rights holder; for each, a specific economic model is built with different timelines and a pool of obligations. The adopted decision is recorded following discussions with authorities and local self-government at the regional headquarters on urban planning policy implementation. Furthermore, the Nizhny Novgorod experience demonstrated how to work with IDT in the historical part of the city. Nizhny Novgorod has a rich heritage, and the region has developed a practice of involving cultural heritage sites in integrated development projects. Old merchant houses, churches, and historical streets are integrated into the fabric of modern quarters, becoming their meaningful and spatial centers. "The Nizhny Novgorod Region has accumulated serious practical material on integrated territory development. We are glad that our experience is in demand by colleagues from other regions and are ready to continue sharing our findings to improve the quality of the urban environment together," noted Mikhail Genin.
