      Governor of Nizhny Novgorod Region Gleb Nikitin initiated a discussion with the Bank of Russia — the regulator of the insurance services market — regarding the increase in the territorial coefficient for OSAGO for residents of the Kstovo district of Nizhny Novgorod. Recall that the Kstovo municipal district became part of Nizhny Novgorod in accordance with the Law of Nizhny Novgorod Region dated 04.04.2025 No. 45-Z. After merging with the regional center, residents of the Kstovo district began to be subject to the "urban" coefficient of the insurance tariff of 1.56 when issuing OSAGO policies (note — previously it was 1.16 for Kstovo and 1 for other settlements in the Kstovo municipal district). To resolve this issue legally, residents of the Kstovo district sent collective appeals to several authorities: local self-government bodies, the regional Ministry of Finance, and other relevant agencies.

      In February and March of this year, the Ministry of Finance of Nizhny Novgorod Region sent inquiries to the Bank of Russia regarding the legality of applying the new territorial coefficients. According to the regional Ministry of Finance, the basis for maintaining the previous OSAGO coefficients for Kstovo car owners is that "when merging municipal districts, the territorial location of the settlements that were part of the Kstovo municipal district in relation to the city of Nizhny Novgorod did not change, and the conditions for operating vehicles also remained the same." This issue was raised at the last Regional Council of Nizhny Novgorod Region, which took place in April of this year in Arzamas. Governor Gleb Nikitin agreed with the residents' position that changing the administrative status of the territory should not automatically raise OSAGO tariffs and took this matter under personal control. Later, Gleb Nikitin addressed the leadership of the Volga-Vyatka Main Directorate of the Bank of Russia with a proposal to maintain the previous value of the OSAGO coefficient for residents of the Kstovo district. An agreement was reached that when calculating the cost of OSAGO, insurers within the framework of the existing corridor of basic insurance tariff rates would take into account the preservation of the actual level of risk for car owners residing in the Kstovo district.
