      On April 30, at a meeting of the Legislative Assembly of the Nizhny Novgorod Region, deputies unanimously adopted in two readings the draft law "On Certain Issues of Supporting Compatriots Abroad by the Authorities of the Nizhny Novgorod Region." The document is intended to significantly strengthen the ties of the Nizhny Novgorod Region with the Russian-speaking diaspora around the world, creating a comprehensive legal and organizational framework for their support. The initiative for the development of the draft law was put forward by the Ministry of International and Interregional Relations of the Nizhny Novgorod Region. The new law defines the main areas of support for compatriots, covering assistance in the fields of education, culture, and the preservation of the Russian language. It also delineates the powers of the authorities of the Nizhny Novgorod Region in these matters and grants local self-government bodies of municipal formations the right to participate in the implementation of state policy regarding compatriots. As emphasized by the Minister of International and Interregional Relations of the Nizhny Novgorod Region, Olga Guseva, the adoption of the law will allow for the most effective interaction with compatriots around the world, providing them with the necessary support and promoting the preservation of their identity and language. "This law is our sincere desire to create a systematic support mechanism for compatriots around the world. In doing so, we not only help them maintain a deep connection with their historical homeland but also provide them with a powerful tool for conveying our unique culture and the Russian language abroad. They become a kind of ambassadors of Russian culture, our people's diplomats, who strengthen Russia's position on the international stage, which is a strategic priority repeatedly emphasized by the country's leadership. Our task is to assist this noble mission in every possible way," noted Olga Guseva. According to the agency, work in this direction is already actively underway. In particular, in order to improve the level of teaching the Russian language abroad, Rossotrudnichestvo, together with the government of the Nizhny Novgorod Region and Nizhny Novgorod universities, has conducted advanced training courses for Russian language teachers in the region twice. During this time, 57 teachers from 11 countries near and far abroad have participated in them. Compatriots are also actively participating in projects initiated by the regional government. For example, in 2023, schoolchildren from Egypt, producing a film magazine "Mandarin" in Russian about Russian traditions, became winners of the best practices competition in the field of people's diplomacy. In 2025, compatriots from Turkey and Moldova won the drawing competition "Nizhny in Colors," which attracted the attention of more than 200 participants from 12 foreign countries. According to the agency, over the past eight years, the executive authorities, local self-government bodies of municipal formations, higher professional education institutions, and public organizations of the Nizhny Novgorod Region have conducted 785 events to support compatriots in the fields of culture, tourism, education, sports, and youth policy. The events covered compatriots living in 98 countries around the world, including Algeria, Belarus, Bosnia and Herzegovina, Botswana, Brazil, China, Malaysia, and many others. Various events were also organized in 14 countries around the world, such as Abkhazia, Armenia, Belarus, India, Kazakhstan, Kyrgyzstan, Cyprus, China, Serbia, Syria, Tajikistan, Tanzania, Turkmenistan, and Uzbekistan.
