The prosecutor's office wants to recover 328 million rubles from former official Shtokman.

      April 24, 2026 14:45 Incidents The regional prosecutor's office wants to recover a large sum from former official Ilya Shtokman and affiliated persons, the press service of the supervisory agency reported. Law enforcement officials conducted an inspection of compliance with legislation and found that from September 2022 to September 2025, Shtokman, while serving as the first deputy mayor of Nizhny Novgorod, managed commercial structures through trusted persons and received benefits. The status and influence that Shtokman had at that time helped the legal entity significantly improve its financial and economic performance. Annually, the legal entity received multimillion profits, and the relatives of the former official were able to purchase ten real estate properties worth over 60 million rubles. All of this became the basis for filing a lawsuit to recover assets from the former municipal employee and affiliated persons amounting to 328 million rubles. It should be noted that Ilya Shtokman has been under investigation since September 2025. He is accused of receiving a bribe of 55 million rubles from a construction company. According to the investigation, the money was intended for assistance in concluding municipal contracts with a sole contractor, further patronage, and loyal oversight of their execution. It is alleged that the funds were transferred to the account of a company linked to Ilya's brother, Mikhail. The transfers were supposedly made in parts through a former city council deputy, who later admitted guilt and became a witness in the case. Mikhail Shtokman was detained in December of last year.
