The general plan for 33 settlements in the Borsky district has been approved for 20 years.
On April 9, 2026, at 11:46, the Minregion of the Nizhny Novgorod region approved new general plans and land use and development regulations for 33 settlements in the Bor district. The documentation was signed following public discussions and based on the decision of the commission on land use and development of the Nizhny Novgorod region. The projects were developed by the State Budgetary Institution of the Nizhny Novgorod region "Institute for the Development of the Nizhny Novgorod Agglomeration."
The new urban planning documents have been adopted for Bor, as well as the villages of Belousovo, Borisovka, Botalovo, Varnachevo, Vladimirovo, Vlasovo, Gorelovo, Gryaznovo, Eleva, Zaborie, Zolotovo, Zykovo, Ivonkino, Kvasovo, Klyukino, Kolobovo, Kostino, Medvedkovo, Mys, Ovechkino, Omanovo, Pichugino, Sofronovo, Soshniki, Tainovo, Tarasovo, Telyatevo, Trubnikovo, Khrushchevo, Chistyaki, Shershnevo, and the settlement of Polevoy.
The head of the regional Minregion, Darya Shunaeva, emphasized that the approval of the documents continues the systematic work on preparing the coordinate description of the boundaries of settlements. This work is being carried out at the initiative of Russian President Vladimir Putin as part of the formation of a unified national system of spatial data and is aimed at eliminating contradictions, protecting the rights of property owners, and creating transparent conditions for investment development.
According to the minister, the general plan and land use regulations are the foundation of urban policy, determining where residential areas, workspaces, and public territories will be located. "The projects set the directions for development: where to live, where to work, where to relax. And, most importantly, they make this process understandable for everyone—from the owner of a private house to a large investor," noted Darya Shunaeva.
The implementation of the general plan is projected for 20 years. The document provides for the placement of new social facilities, including the construction of four kindergartens, four schools, a theme park, and a sports and cultural building for an educational institution.
