The state expert examination rejected the construction phase of the duplicate of Gagarin Avenue.

      April 3, 2026 17:17 Society The State Expertise has rejected the project for the reconstruction of the gas trunk transportation facilities of PJSC "Gazprom," planned as part of the construction of a duplicate of Gagarin Avenue in Nizhny Novgorod. This concerns the third stage of the second phase of the project. This is reported in the Unified State Register of Real Estate.

      The negative conclusion was issued by the Federal Autonomous Institution "Main Department of State Expertise." The project involves the reconstruction of gas infrastructure at sections parallel to and intersecting with the planned road in the Kstovo district.

      The developer is the State Budgetary Institution of the Nizhny Novgorod Region "Main Department of Highways." The project documentation was prepared by LLC "MOST."

      Meanwhile, the construction of the duplicate continues within the framework of the second and third phases. It was previously reported that the construction of the overpass as part of the interchange with the R-158 highway has been completed. Construction is also underway for a bridge over a stream and another overpass. Simultaneously, the contractor is carrying out the reconstruction of engineering communications.

      The overall construction readiness exceeds 45%.

      It should be noted that the project is being implemented under a concession agreement signed in December 2023. The length of the new highway will be more than 12.3 km, and the construction is divided into four phases. The investment volume is estimated at 64.4 billion rubles, with a concession period of 30 years and 9 months, of which 4.5 years are allocated for construction.

      The concessionaire intends to complete the second and third phases ahead of the original schedule. The opening of traffic on the third phase is planned before September 30, 2026, and on the second phase before June 30, 2027.

      The fourth phase, which involves the construction of a bridge over the Oka River, will be implemented after attracting federal co-financing. Applications for inter-budget transfers have already been approved at a remote meeting of the relevant commission, and the project has been included in the list of priorities.

      It was previously reported that the state expertise approved the preparatory stage of the construction of the Eastern Bypass of Nizhny Novgorod.
