The Ministry of Finance explained the changes in the rules for transferring funds starting from April 1.

Starting April 1, 2026, updated rules regarding money transfers to the budget for the payment of taxes, fines, fees, and other payments will come into effect in Russia. This was reported by 360.ru, citing the press service of the Ministry of Finance of the Russian Federation.
These changes are aimed at the technical optimization of the national payment system in accordance with international standards. The main innovations concern the procedure for filling out the details in payment documents.
According to the new rules, the "payer" field must include the full or abbreviated name of legal entities and banks. For individuals, it has become mandatory to provide the full surname, first name, and patronymic. Individual entrepreneurs must indicate not only their full name but also their legal status.
For individuals engaged in private practice, it is additionally required to specify the TIN and type of activity. This innovation will allow for more accurate identification of payers and simplify the payment processing.
The "payment purpose" field must contain complete information about goods, works, or services, as well as contract and commodity document data.
A new detail will also appear in payment documents — "actual payer." This detail will be used in cases where the payment is made by a representative of the taxpayer, for example, an accountant by power of attorney.
The agency particularly emphasized that these changes do not affect transfers between individuals. The new rules apply exclusively to transfers to the budgetary system of Russia.
