The reconstruction of the former "Rocco" club in Nizhny Novgorod will be forcibly halted.

As the NIA "Nizhny Novgorod" editorial team found out, the authorities intend to enforce a halt to the work. The building in question is not a cultural heritage site, but it is located within the historical territory of the city. The owner is LLC "Parma" (linked to businessman Andrey Klimentyev). The company planned to convert the property into a hotel without obtaining the necessary permits. Work began about four years ago. In 2023, city authorities recorded unauthorized construction of a third floor and demanded the dismantling of the illegal part. A judicial examination established that the building does not comply with urban planning standards and exceeds the boundaries of the land plot. According to the technical passport from 2008, the area of the construction was 1280 square meters. It has now increased to approximately 1465 square meters, including due to the construction of a podium just under one meter high. In the same year, the court imposed protective measures, prohibiting reconstruction and any registration actions with the property. For some time, the building was hidden behind a false facade, which was later dismantled. It turned out that construction of the third floor continues above the two-story building. Recently, construction work was again recorded at the site. "The administration of the Nizhny Novgorod district has submitted a request for administrative measures against the company 'Parma' for the forced execution of the court ruling," the press service of the mayor's office informed us. At the beginning of 2026, the Ministry of Property filed a lawsuit against LLC "Parma."
