      In 2025, the revenue of residents of Nizhny Novgorod municipal business incubators amounted to more than 1.3 billion rubles. The results of their work were summarized at a final meeting in the "Ankudinovka" technopark. The region has nine municipal business incubators: in Gorodets, Balakhna, Zavolzhye, Vyksa, Dzerzhinsk, Pavlov, Tonshaev, the settlement of Satis, and the city of Bor. They provide support to entrepreneurs taking into account the sectoral specifics of the territories. In some municipalities, the focus is on industry, while in others—on agriculture, services, and trade. According to Maxim Cherkasov, the Minister of Industry, Trade, and Entrepreneurship of the Nizhny Novgorod region, today there are 110 companies that are residents of municipal business incubators in the region, with 32 of them obtaining this status in the past year. "Municipal business incubators are a key element of the infrastructure supporting small and medium-sized businesses at the local level. Residents are provided with equipped office spaces on preferential terms, consultations on legal, accounting, and marketing issues, assistance in preparing business plans, attracting investments and government support, as well as support in bringing projects to market. In 2025, incubator specialists provided entrepreneurs with more than 10,000 services—from consultations and educational events to assistance in participating in exhibitions and finding partners. The largest volume of support was provided in Gorodets, Balakhna, and Pavlov," noted Maxim Cherkasov. He added that as a result of the comprehensive work of the companies themselves and the specialists of the business incubators, residents managed to attract funding of more than 1.5 billion rubles, including private investments, borrowed funds, and government support measures. During the meeting, the heads of municipal business incubators presented the practices implemented in their territories to support small and medium-sized enterprises. Reports were made by representatives of the Pavlovsky, Borsky, Zavolzhsky, Tonshaevsky, Gorodetsky, Vyksunsky, Balakhnin, and Dzerzhinsk business incubators, who talked about the results of their work for 2025, including approaches to supporting entrepreneurial projects, providing consulting and educational support, and developing business activity in municipalities. The "Ankudinovka" technopark acts as the curator of the network of municipal business incubators. The main focus is not on administration but on transferring expertise and effective practices for working with projects. Municipal incubators are engaged in selecting and supporting initiatives locally, while the technopark serves as a methodological center for them—helping to build support programs and develop projects from the early stage to scaling. "Our task is to build a unified system of support for entrepreneurship in the region, especially for technological and innovative companies in municipalities. Business incubators assist companies at all stages of development—from idea to business scaling," noted Timur Radaev, director of the "Ankudinovka" technopark.
