      March 19, 2026 17:54 Society The State Duma plans to consider in the near future the second reading of the draft law on amendments to the Federal Law "On Production and Consumption Waste," which will regulate gaps in the creation and maintenance of places (sites) for the accumulation of solid municipal waste. Issues of improper maintenance of container sites continue to raise numerous critical remarks from residents in various regions of the country, including the Nizhny Novgorod region. Today, maintaining cleanliness and order in waste accumulation sites is the responsibility of local self-government bodies. However, municipalities, with rare exceptions, lack the funds to ensure the necessary number of sites and containers, as well as their cleaning after waste removal. The draft law being considered by the State Duma gives executive authorities of the subjects the opportunity to address this issue by transferring the functions of creating and maintaining container sites to a regional operator. After the federal law is adopted, each region will have the right to implement alternative options at its discretion: - to create and maintain sites by the local self-government bodies, - to provide municipalities with subsidies from the budgets of the subjects of the Russian Federation, - to include the corresponding responsibilities in the functions of the regional operator. In the latter case, a joint agreement must be concluded between the local self-government body, the authority of the subject of the Russian Federation, and the regional operator. As Yuri Stankevich, a deputy of the State Duma from the Nizhny Novgorod region, explained, "almost every reception of citizens by deputies is accompanied by complaints about the state of waste accumulation sites. Especially in winter, when the passage of heavy vehicles is complicated. If any theater begins with a coat rack, then the perception of the effectiveness of the state’s 'waste reform' is formed as a result of looking at the container outside the window, near the house. People are tired of the constant shifting of responsibility for the cleanliness of container sites. We are providing regional authorities with a clear and workable tool.
