      March 19, 2026 18:33 Politics On March 19, a solemn ceremony for the awarding of state honors took place at the Rukavishnikov Estate in Nizhny Novgorod. Vladimir Bespalov, Chairman of the Committee of the Legislative Assembly of the Nizhny Novgorod Region for Housing and Utilities and Energy, and Maxim Rebrov, Deputy of the Legislative Assembly of the Nizhny Novgorod Region and Head of the Regional Parliament's Apparatus, were awarded the medal of the Order "For Merit to the Fatherland II Class." The awards were presented by Acting First Deputy Governor of the Nizhny Novgorod Region Andrey Gneushev. The corresponding decree on the awarding of state honors was signed by President Vladimir Putin in February 2026. Maxim Rebrov and Vladimir Bespalov were honored with the medal of the Order "For Merit to the Fatherland II Class" for their active legislative work and many years of conscientious service. In total, 37 residents of Nizhny Novgorod received high state awards that day. The deputy personally monitors the quality of repairs to in-house property, elevator replacements, conducts parliamentary hearings on landscaping, and advocates for changes in regional legislation to make cities and towns cleaner. Additionally, Vladimir Bespalov is the chairman of the regional public council of the "School of a Competent Consumer" project, which under his leadership has entered the top 10 among regions in Russia. In his electoral district (Gorodetsky District, Chkalovsk, and Sokolsky), Vladimir Viktorovich holds personal receptions monthly: 94% of inquiries have been resolved positively. Since the start of the special military operation, he has been actively assisting servicemen and their families. As the head of the parliament's apparatus, Maxim Rebrov actively implements lean management tools in work processes, managing to unite the team around common tasks. At his initiative, since 2021, every staff member of the apparatus has undergone training and has had the opportunity to individually develop personal competencies. Today, more than 20 lean projects have been implemented in the parliament. The Legislative Assembly of the Nizhny Novgorod Region was the first among regional parliaments in Russia to receive the status of "Federal Level Model" for the implementation of lean management tools. Under Maxim Rebrov's leadership, inter-parliamentary cooperation between the legislative bodies of state power in the Volga Federal District has been significantly strengthened, and new forms of work have been developed and implemented. At the initiative of the deputy, the first forum of structural divisions of parliamentary apparatuses was organized, which later became annual. Also, during his time in the Legislative Assembly, Maxim Rebrov has established systematic cooperation between the regional parliament and Nizhny Novgorod universities. Students and schoolchildren in the region are actively involved in competitions such as "I am a Legislator," "Creativity Against Corruption," and other educational projects. In his district in the Nizhny Novgorod region, he holds citizen receptions monthly. 91% of inquiries have been resolved positively. Maxim Rebrov also systematically supports servicemen.
