From 9 January 2026, Russia has tightened penalties for violating the rules on transporting children. The changes affect drivers, officials and legal entities, as well as entrepreneurs engaged in transportation.
According to the State Traffic Inspectorate of the Nizhny Novgorod Region, failure to comply with requirements for transporting children is now subject to higher fines in accordance with the updated Article 12.23 of the Code of Administrative Offences of the Russian Federation.
Drivers will now pay a fine of 5,000 rubles (previously 3,000 rubles); officials will face a penalty of 50,000 rubles (previously 25,000 rubles); legal entities and entrepreneurs operating without forming a legal entity will be required to pay 200,000 rubles (previously 100,000 rubles).
Self-employed individuals providing passenger taxi services, when violating the rules on transporting children, will be held liable as officials and pay a fine of 50,000 rubles.
These changes were adopted in response to an increase in cases of injury among child passengers due to violations by drivers. The use of child restraint systems remains the only effective way to protect children in the event of a road accident, the State Traffic Inspectorate stressed.
Recall that under current rules, transporting children under 7 years of age in a passenger car must be carried out exclusively using child restraint systems appropriate to the child's weight and height. Transporting children aged 7 to 11 years (inclusive) is possible either by using child restraint systems appropriate to the child's weight and height or by using seat belts, and on the front seat of a passenger car — only in a car seat or with a booster.
